The Light Aircraft Federation of Poland, founded in 2009, aims to enhance aviation regulations for microlights. With a history of challenges in the sector, the organization strives to implement the Czech model for better oversight.   2. Basic Informations • Founded in December 2009 • Adress: ul. Orła Białego 12, 78-449 Borne Sulinowo, Polska • President: Wiesław Filosek • Members: 9 clubs + private members; total: 436 members

  3. Flying • Number of microlight licences: Ultralight trike – 424, 3-axis– 60 • Number of flying microlights: Ultralight trike – 162, 3-axis– 46 • Planes with Czech registration flying in Poland: approx. 500 • Polish pilots with Czech licences: approx. 700 • Another 200 – 300 pilots under other authority (Lithuania, Germany, Slovakia)

  4. History • In 80., early 90. situation was better than in the rest of Eastern Europe, Poland was a center of trike training in this region. Polish authorities did not follow development of microlight law around Europe. Regulations from 2002 are anachronical (certification of lots of parts). Amateur constructors have much troubles. System is running just in documents, not in real life. CAA staff is based on retired army officers with too small will to help amateur pilots/constructors. A lot of ilegal pilots (especially trikes)

  5. Current Situation • Aviation law has to be changed (probably before Polish presidency of EU) • LAF sends its delegates as advisors to parliment commission meeting (commission for aviation regulations)

Our Goals • To „import“ Czech aviation regulations (part about microlights) with some improvements • To supervise light aviation, not necessary paragliders and motorised paragliders – their situation si better thaks to special ministerial attachment. • Power can be given by minister of infrastructure or CAA depending of law. Both variants are acceptable.

  7. Partial Success • CAA is ready to give us the power in case of this variant • CAA agries with implementation of „Czech model“ • Our project of law was accepted by parliment commission • The most important step is ahead: decision of minister.

  8. National Aeroclub • Aeroclub of Poland is in deep crisis, its effect of bad personal politics and archaic system + financial problems • Our relationship is good (meeting of presidents of both organizations in October 2010, agreement signed), still their reactions are too slow because of „vertical document flow“

  9. Worries – last few days • Proccess of law making is not democratic enought (parts of regulations written during commission meeting disappears, different parts appears on their place). • Meeting with minister of infrastructure (two days ago). Minister said: aviation law must be approved by parliment in current form but support of some parlimentarian to our project will not be blocked.
