The HIPSSA project supports the harmonization of ICT policies in Sub-Saharan Africa through a model law for electronic transactions and e-commerce. This initiative aims to facilitate e-growth, provide legal certainty, protect individuals, and promote legislative synergy. Central to this model law are principles such as functional equivalence, media neutrality, and technology neutrality to accommodate future technologies and align with international best practices. By focusing on public key encryption and biometric recording, the project ensures secure electronic transactions and promotes legal recognition in e-contracting.
