THE FACTS ABOUT THE DISASTER • In case of a disaster, Public Safety Actors (Professionals, Agencies, Volunteers, etc) require a non-commercial, wide area, Radio Communication System for • in-house communication • inter-agency communication • In case of a disaster, coordination and cooperation of the public safety actors require a common Radio Communication Network

DISASTER DRIVEN REQUIREMENTS of Radio Communication Systems • Thereshould be at leastone “b” plan foreachcriticalsystemcomponent’s (*) service interruption • Powerinput of thecriticalsystemcomponentsshould be backedup • Thesystemshouldrespondtothehigherdemand of radiocommunicationrequests • Connectionstotheoutsidenetworks/systemsshould be backedup • TheRadioCommunicationSystemshouldserveeveryemergencyanddiseasterrelatedorganization (*) criticalsystemcomponents: • RadioCommunicationSwitchingEquipments • Radio Link Connections/Equipments

DISASTER BASED FEATURES REQ.1: Thereshould be at leastone “b” plan foreachcriticalsystemcomponent’s (*) service interruption • RadioCommunicationSwitchingEquipments: • 1st Solution: SwitchesaremanagingtheBaseStationTransievers. Inaddition, all of theswitchingequipmentsarecommunicatingwiththenearestneighbourswitch (pairedstructure). Ifone of theswitchstopstowork, nearestswitchtakeovertheoperationand start tomanagetheBSTs • 2nd solution: Replica (hot back-up) of theswitchingequipmentcould be installedtoanothergeographicallocation • Radio Link Connections/Equipments: • Multipletransmissionroutesshuld be providedforcriticalorall of thenodes • Incase of a loss of link, eachindividualcell is abletomanagethetraffic on itsown, which is calledfallbackmode. • Incase of a broaddemage at thecell (basestation) site, mobile basestation site could be deployed. Mobile basestationsareabletointerconnecttothesystemviasatellites.

DISASTER BASED FEATURES (con’t) REQ.2: Power input of the critical system components should be backed up • RadioCommunicationSwitchingEquipments: • FullyredundantUPSsandGeneratorscould be established (but not enoughforlongtermpowercuts) • Radio Link Connections/Equipments: • FullyredundantUPSsandGeneratorscould be established • Capacity of thebatteriesandgeneratortanksshould be examinedaccordingtothe • Risk factor of theterritory • Distancetothemainroads • Radiocommunicationload !!! But, UPSsandGeneratorsare not enoughforlongtermpowercuts: • Mobile fueltanksshould be planned • Systemmanager of theradiocommunicationsystemshouldmonitortheactivecapacity of thebatteries (SystemDiagnostics&Monitor SW)

DISASTER BASED FEATURES (con’t) REQ.3: The system should respond to the higher demand of radio communication requests, in case of diseaster • Push-to-talk (PTT) time-outparametercould be reduced/adjusted, foreachradioorsystemwide, in case of a disaster (shorter talk periods; highernumber of PTT) • Erlangcalculationscould be done accordingtothedisastercases REQ.4: Connectionstotheoutsidenetworks/systemsshould be backedup • All of theRadioCommunicationSystems of Aselsansupports: • FXO/FXS • ISDN-PRI, SS7 • IP Trunk

CURRENT SITUATION IN TURKEY • The competent authorities of the state have not made ​​a decision on the common digitalpublicsafetyradiocommunicationsystem yet (P25?, Tetra?, DMR?) • Most of theemergencyandpublicsafetyassociationsarestillusingtheoldfashionedanalogdirectmoderadios • Gendarme (suburbanpolice) andCoastGuardweredecidedtouse Apco25 at 2003 (Aselsan is thetechnologyprovider) • Morethan 400 BaseStationSiteswereconstructed • Morethan 40% of thegeography of Turkeywascovered • TheMinistry of Health is planning an integrationtothe P25 system of Gendarme, in 2013 • PoliceForce has decidedtouse DMR ConventionalSystemforspecificcities (Aselsan is thetechnologyprovider)

TO DO LIST • The competent authorities need to decide the common Public Safety Radio Communication System of Turkey, which will also be used in disaster situations • All of the public safety actors should be a part of the system, in order to achieve high level of integration, coordination and cooperation • As soon as possile…
