  7. Advanced Procurement Plans Streamlined • Cost/High Risk < SAT • All Actions SAT - $10M Formal • All Actions > $10M *APP required for DOs/TOs against external contracts, e.g. GSA *APP not required for DOs/TOs against EPA contracts
