WestPac LNG Texada Project • LNG Receiving Terminal • Offloading, storage, conditioning, regasification & compression (“send-out”) • 3.6 bcf storage in two tanks • 500 mcf regasification & send-out capacity • BC Utilities Commission likely has some jurisdiction on business relationship with Terasen

WestPac LNG Texada Project • Gas-fired Generation Plant • Combined-cycle gas turbine (CCGT) • Scalable/expandable over time • Eg start with 300 or 600 megawatts (MW) • Expand to 1200 MW later • Approx gas use at 1200 MW could be 225 mcf/day • Depends on BC Hydro – electricity purchase agreement (EPA) • BC Utilities Commission decides on EPA

Regulatory Considerations • Environmental Assessment Office • Reviews everything technical, environmental • No significant interest in business deals or public opinion • Never turned down a project • Standard review is six months • Harmonized with federal review process (CEAA, EC, DFO …) • Possible application in January 2008? • BC Utilities Commission • Reviews economics and “public interest” • Legalistic, formal, intimidating • Participant funding is available

  15. Considerations • Tankers (1 every 10 days, size, frequency, hazards and risks, federal policy, moratorium) • If Sumas 2 and Duke Point were bad, why is this good? • Context and rationale with Island Co-gen (ICP), Burrard Thermal, Site C • Energy Policy, Climate Change Goals
