Introduction • The Aviation Experts Group established a task force at TPT-WG 27 to develop a discussion paper on a road map for air transport • The task force comprised: Australia (chair); China; Hong Kong, China; Japan; Singapore and USA • The road map is intended to assist APEC economies to meet the Bogor Goals. 2006/TPT-WG-28/AEG-SRV/11
Aviation in the Asia-Pacific region has experienced significant growth over the last few years • This growth has been assisted by the liberalisation aviation • However there remains a real challenge with economies at different stages of liberalisation with diverse policies. 2006/TPT-WG-28/AEG-SRV/11
‘Eight Options’ • The ‘Eight Options’ have provided a useful guide upon which economies have focused liberalisation efforts • It was noted that the ‘Eight Options’ remain a valid approach but that most economies have some way to go in fully achieving the ‘Eight Options’ 2006/TPT-WG-28/AEG-SRV/11
On some of the ‘Eight Options’ there has been significant progress. • Most economies now embrace multiple designation which has allowed for the rise of low cost carriers. Similarly cargo arrangements are increasingly liberalised allowing for the freer flow of goods around the region. 2006/TPT-WG-28/AEG-SRV/11
Remaining Barriers • As none of the ‘Eight Options’ have been fully addressed, all remain as barriers to liberalisation and facilitation of trade in APEC. 2006/TPT-WG-28/AEG-SRV/11
Emerging Issues • There are a range of emerging issues that will impact on the pursuit of the ‘Eight Options’ • These include: • The increasing cost of oil • Skills shortages • Environmental matters • New technology 2006/TPT-WG-28/AEG-SRV/11
Recommendations • Four recommendations have been included in the road map for consideration • The recommendations are designed to assist economies to meet the Bogor Goals and the ‘Eight Options’ 2006/TPT-WG-28/AEG-SRV/11
Recommendations Cont. • The Four Recommendations are: • That one of the Eight Options be selected as an annual priority. • The annual survey of air transport liberalisation be concluded this year, 2006, and then undertaken again in 2009. • Economies publish information on air services arrangements each economy has entered into with other APEC economies in a central APEC register as well as on each economies most appropriate website. • Work towards an agreement within the APEC region for an Open Air Freight Market. 2006/TPT-WG-28/AEG-SRV/11
