Students with special needs in Erasmus programme •Erasmus Programme: one of the sub-programmes of EU’s LLP • Staff/students with special needs - broad definition at EU level• „ [...]a potential participant whose individual physical, mental or health-related situation is such that his/her participation in mobility action would not be possible without extra financial support.” (Lifelong Learning Programme (LLP) Guide 2012 , p32.)• Various definitions of PWD in countries involved in Erasmus• Procedure on granting supplementary amount –Guide for NAs• Data for number of students with special needs : via grants

ExchangeAbility Project•1st phase: Making Erasmus Student Network an accessible organization with support of EDF,Youth Agora, UNICA in 2009/2010  providing the conditions ,opportunities for students with disabilities to actively participate in international student life. • 2nd phase for ExchangeAbility in 2010/2011approved by European Commission „Erasmus Accompanying Measures Action”Consortium: UNICA, ESN, Comenius University SK, ELTE University, HU, Erasmus Hogeschool, BE, Tallin University of Technology, EE, University of Cyprus, CY Fostering Mobility of Students with Disabilities • encourage & increase the number of students with special needs taking part in mobility programmes • comparing situations in involved HEI-s during site visits

Recommendations • Approaching coherent terms of use regarding special needs,disability• „Access needs and user friendly” mechanism of assessment of extra grants• Guidance for Budget Planning for Supplementary Grant• Collecting Parallel Information on Study Abroad projects, news etc.• Data collection, researches, surveys on statistics of PWD, HEI, Accessibility• Distribution on work/load – HEI coordinators & students organizations ( „knowledge triangle” – e.g. Exchangeability coordinator at ESN ) • Adequate use of Student’s Supplementary Grants Reports • Compensation of lack of experiences with trainings including Students• Offline/online platforms for mobility experiences, mapping problems• Develop services at HEIs for local, international students with special needs • Short term pre-visits for students,staff before actual mobility programme • Encourage students to disclosure needs,reduce feelings of stigmatization

Conclusion• Several initiatives have started (SAWL, Exchangeability, etc)• In Erasmus Programme : countries, HEIs depend on each other• EU level, countries – OMC* fields (education, social dimension)• Legislation and practical elements of Transportability of Services e.g.Personal Assistance for PWD between countries• „ Freedom of Movement. Are you free enough?” European Disability Forum Campaign• Develop a "mobility culture” opportunities for All• New initiative for 2014-2020 : ERASMUS +* Open Method Coordination (http://europa.eu/legislation_summaries/glossary/open_method_coordination_en.htm
