AfriMAP • Initiative of Open Society Institute foundations in Africa – OSIWA, OSISA, OSF-SA, OSIEA • Response to creation of African Union, adoption of NEPAD and APRM • Audit of government performance: qualitative not quantitative • Five pilot countries: Ghana, Senegal, Mozambique, Malawi, South Africa
AfriMAP themes 3 areas of government performance; • Justice sector and the rule of law • Political participation and democracy • Effective delivery of public services
AfriMAP Aims • High quality analysis aimed at improving law, policy, and practice in each country • Strengthen AU peer review processes & monitoring of compliance with AU standards • New standard setting, where appropriate • Catalyze national dialogue about national priorities • Build continental networks of civil society organisations
AfriMAP methodology • Assesses compliance with commitments under AU treaties, declarations, charters, (complemented by International and sub-regional instruments), • Focuses on processes and structures that need to be in place in order to achieve good governance that include transparency, accountability and participation in decision making
AfriMAP methodology (cont) • Primary research instruments are Questionnaires that draw from AU and other standards developed by process of expert consultation • Questionnaires are organized in 3 columns – 1st column contains the principal questions that aim to capture a particularly important aspect of government performance – 2nd column provides a guide to indicators and information required to answer column 1 questions – 3rd column provides possible sources of information
Basis of AfriMAP questionnaires:African and international norms • African Charter on Human and Peoples’ Rights & protocols • NEPAD/APRM • AU Convention on Preventing and Combating Corruption & other docs • ECOWAS/SADC documents • UN and treaties and ‘best practice’ documents
Current Activities • Research underway in 5 pilot countries • Justice Sector reports published in Malawi, Mozambique and South Africa – Political Participation report published for SA • Research commissioned to review APRM process in 4 countries • Research in progress to review AU Summit preparatory processes
Challenges for CSO monitoring • Access to information • Weak civil society capacities • Lack of domestication of AU treaties • Lack of dialogue between govts and CSOs • Governance not prioritized
