Long Term Auctions Coordination:Initial Considerations/Options Discussion slides for FUI IG 21 May 2010
Capacity Auctions • Discussion areas for potential harmonisation of LT auctions processes: • Products • Capacity product types; energy products in connected markets • Volumes; Secondary Market Re-sales; interconnector capacity • Auction Format • Open, Pay-as-bid; Closed, clearing price; bid price indexation • Currency; credit requirements • Any restrictions/ controls e.g. limitations on capacity held for market power/ dominance reasons • Auction process • Specification (content, notice, planned outages) • Dates; times; iterations including results notification
Nominations • In addition to purely the auction activity, other activities relating to LT timescale/processes can be considered. Areas for discussion: • Secondary Market Capacity Transfers (User to User) • Planned outages notified prior to ICE • Interconnector Entitlement (ICE) ‘freeze’ and notification • LT Nominations and Gate Closure timing • Treatment of Ramping and Dead Band • UIoSI / UIoLI methodology (Long Term to Day Ahead)
Related Aspects • Other key areas to consider include: • Conditions for participating in auctions, Access Rules: • Invoicing / payment timescales • Curtailment (Capacity/Nominations) and Firmness • Volume Measurement Point • Losses treatment • TNUoS charging • Review and approval of Access Rules process • Systems, Processes & Dataflows: • Auction platforms; coordinated auctions; linked cross-border bids • Scheduling • Curtailment notification • Transparency; market notification of offered capacities, capacity volumes sold, results publication • Data flows (use of ENTSO-E standards; entsoe.net)
