European shipping in the global markets-Achieving a fair Level Playing Field all over the world (vital in a crisis situation!!)- Attractive framework for shipping and good operators in EuropeEnvisaged actions:- competitive State Aid Guidelines;- support liberalisation of trade in maritime (WTO + bilateral agreements); - promotion of alignment of competition rules globally; - dialogue with main shipping / trading partners, etc 6 |
Human Resources: taking care of sea professionals- Improve working conditions, training and qualifications of EU seafarers and worldwide- Implementation by means of a comprehensive “Social Agenda”Envisaged actions: - Rapid ratification of the Maritime Labour Convention - “Best effort” to support STCW review- Use of e-maritime (e-health, e-learning, social networks, etc) to support quality of life on board; -Social Agenda: promotion of maritime employment, higher profile for shipping professionals, life-long career paths, working and living conditions at sea 7 |
Promoting Quality Shipping- Increase and promote the quality performance of maritime transport (safe, secure, clean, efficient) all over the worldEnvisaged actions:- “Quality shipping campaign” rewarding greener shipping efforts by Administrations, shippers and ports- smooth implementation of the 3rd Maritime Safety package; - Improved surveillance tools and joint resilience plans to counter piracy and other security threats - reinforce EMSA capacities to provide technical assistance and support 8 |
Working together in the international scene - Enhance EU recognition and visibility at IMO- Work with international partners to reinforce international orderEnvisaged actions:- enhance EU status within the IMO -enhance the EU role as initiator for the adoption of international rules and standards- promotion of actions at international level for ensuring rapid ratification of IMO instruments, - appropriate follow up of the IMO recommendations- reinforced cooperation with all other “Quality minded nations in the world” 9 |
Deploy full potential of short sea shipping-Maritime Transport Space without barriers: “cutting red tape” in EU ports- Continue efforts for deployment intra-EU maritime transport logisticsEnvisaged actions:- maritime transport space without barriers; - simplification of customs, sanitary requirements; - fair & transparent access to ports’ services; - full deployment of Motorways of the Sea; - securing funding for maritime “TEN-T” projects- actions in support of greening of transport, etc… 10 |
Research & Innovation- Safer and efficient ships, clean propulsion engines- « E-maritime »: ICT simplifying administrative requirements and improving passengers’ services and crew quality of life at sea Envisaged actions:- promotion of e-maritime services; - support of innovation and new technological designs for ships and marine equipment;- RTD efforts on energy efficiency at sea- protection of European know-how (IP rights); - combined transport & advanced logistics, etc... 11 |
