  6. 1. PURPOSE To present the System and Learner Readiness for the 2017 National Senior Certificate Examination to the Portfolio Committee on Basic Education. 6

Introduction • Forty days (40) days to the 2017 NSC examination. • Two areas of DBE focus: • Learner readiness • Exam system readiness c) Imperative that the 2017 NSC examination is: • of the appropriate standard • error free; and • irregularity free. d) Various initiatives have been adopted, besides the normal teaching and learning programme, to ensure learner readiness. 9

Overall Status of Exam System Readiness • Registration of centres and candidates has been completed and final verification of candidate registration currently in progress • Examination question papers for the 2017 November examination have been set and externally moderated by Umalusi. • DBE completed the moderation of the 2017 Prep exams in nine key subjects. • Concluded the first phase of the quality assurance of SBA in two districts across all the PEDs. 10

Overall Status of Exam System Readiness… • Conductedan intensive review of the exam systems of all nine provinces. f) DBE is currently busy with the following audits: - storage points - examcentres - marker appointments - district exam systems • Final state of readiness visits to all PEDs will commence on 18 September 2017 and conclude on 6 October 2017.

National Strategy for Learner Attainment (NSLA) • NSLA endeavours to meet the targets set out in the Action Plan to 2019: Towards the Realisation of Schooling 2030 and the goals indicated in the National Development Plan (NDP). • NSLA drives strategic interventions at both national and provincial levels. • The aim of the strategy is to align key interventions across provinces. 44

National Strategy for Learner Attainment (NSLA) • Each province implements its learner attainment improvement strategy • Provinces report progress to DBE on a quarterly basis on the strategic activities identified in the NSLA. • The reports are analysed and customised feedback is provided to provinces for improvement on a quarterly basis • Reports on provincial progress presented to HEDCOM and CEM 45

NSLA: Quarter 1 Oversight and Monitoring - Purpose • Ensure system-wide functionality (quantitative and qualitative) geared towards strengthening efforts to improve learning outcomes. • Ensure a seamless delivery of quality learning and teaching across the entire basic education system in a multi-disciplinary approach. • Ensure alignment between the province, districts and schools in respect of monitoring and supporting the learning outcomes. 48

NSLA Provincial Oversight Visits (Feb-March 2017) Generic Findings • Tracking of Learner Performance per Quarter: Need to institute and enhance systems. • Monitoring and Tracking of Curriculum Coverage: Link to extra-classes / Remedial steps. • Institutionalise Teacher Development Centres • Language Framework: Roll-out of Teacher Training for EAC/EFAL/CISELT/CPELT. 49
