Overview • Heads of Terms signed March 2019 – Scotland’s first non-city Deal • Under development since 2015 • Commitment to £103m from both UK Government and Scottish Government • Local authorities will match this up to up to £45.5m • Total deal £251m, over 15 years • Believe that these interventions will unlock private investment of around £300 million and deliver around 7,000 new jobs across a wide range of sectors
Themes Vision for Ayrshire to be vibrant, outward looking, confident, attractive to investors and visitors, and for it to make a major contribution to Scotland and the wider UK’s growth.
Projects Include: • £80 million investment that will position Ayrshire as one of the UK's leading centres of Aerospace and Space activity. This will include the development of an Aerospace and Space Innovation Centre (ASIC) • £23.5 million to create the Ayrshire Manufacturing Investment Corridor (AMIC) in Bellfield, Kilmarnock. • £16 million will go on developing the Ayrshire Engineering Park will provide expansion and development of Moorfield industrial Park in Kilmarnock • £21 million investment into the i3 area of Irvine building on current Life Science businesses on site • £14 million tourism investment at Irvine Harbourside and Ardeerpeninsula • £9.5 million in Marine Tourism, which will focus on securing infrastructure that supports key components such as sailing and boating, marine leisure, and recreation. • £24.5 million in the National Energy Research Demonstrator Project (NERD) • £18 million for the Centre for Research into Low Carbon Energy and Circular Economy (CECE) at the Hunterston Strategic West Scotland Industrial Hub. • £10.5 million for a new International Marine Science and Environmental Centre (ISME) based at Ardrossan • £11 million for a subsea fibre optic cable to have its landing point in Irvine.

i3 Irvine Enterprise Area Advanced Manufacturing Space Up to £11 million from the Scottish Government, £5 million from the UK Government, and £5 million from North Ayrshire Council. Will create a regionally significant and nationally recognised centre of excellence in Digital Automation, building on current Life Science Clustering at the site, and facilitate start up, spin out, and growth of Life Science businesses and other advanced manufacturing opportunities. Digital Automation Innovation and Testing Centre facility will be developed at i3 to incorporate relevant testing / R&D equipment and specialist staff. This facility will be developed in partnership with Strathclyde University and industry. Construction of up to 150,700 ft² (14,000m²) of flexible business space capable of meeting the requirements of Chemical and Life Sciences manufacturing, Digital Automation and other advanced manufacturing opportunities.
Hunterston: Centre for Research into Low Carbon Energy and Circular Economy • Up to £18 million from UK Government. • Hunterston Strategic West of Scotland Industrial Hub has • strong private sector investment interest and the capability • to bring national / international levels of investment to • Scotland and Ayrshire. • The CECE will: • Support the development of new technologies. • Develop and integrate international and UK research and development activity on site. • Develop skills and training facilities including parallel research programmes with Strathclyde University. • Support links with wider Ayrshire skills, productivity and innovation programmes. • Build a leading international centre for advanced technology, SMART systems and energy management. • Partners in the project include Strathclyde University, Peel Ports and Field Studies Council.
Ardrossan Gateway • £100m plus investment programme • IMSE £10.5m centre of excellence • Environmental and Marine Science • Ardrossan Marina c£10m extension
Marine Tourism Place Destinations • £9.5m programme to support Step-Ashore Facilities and marina expansion • Proposals in development at Millport, Arran and Ardrossan • Tourism supported by work of The Coig and Making Waves Events Programme
The Great Harbour Up to £9 million for the development and regeneration of The Great Harbour, at Irvine Harbourside and Ardeer, alongside an additional £4 million from North Ayrshire Council. Proposals for Harbourside are centred on developing a major Coastal visitor destination, including through development of a Maritime Mile and Scotland’s Playpark, which will create commercial and private sector opportunities for new investment and jobs. AGD funding builds on our wider ambitions for the area. Recent NAC Cabinet approval to commence Masterplanning and are entering into partnership with NPL.
Inclusive Growth • First Deal to put Inclusive Growth as the key cross-cutting priority • Inclusive Growth Logic Chains in every Business Case • Projects illustrate how they tackle constraints raised in Ayrshire Inclusive Growth Diagnostic • Development of an Inclusive Growth Action Plan with University of Glasgow and Scottish Enterprise – how do we ensure Deal maximises IG outcomes • Deal includes £3m Community Wealth Building fund to be co-developed with the Scottish Government • £8.5 million for a new Regional Skills and Inclusion Programme
Governance • In June 2018, Ayrshire Councils agreed to establish an Ayrshire Regional Economic Partnership, first meeting April 2019 • Governance structure to support the ambitions of a regional economic partnership approach to growth and including the delivery of the Ayrshire Growth Deal • Inclusion of Scottish Enterprise, Skills Development Scotland, wider agencies, business and education
