Water Safety Plans (WSP) Concept* • Effective approach used to ensure the safety and acceptability of a drinking water supply. • Comprehensive Risk Assessment and Risk Management approach that encompasses all steps in water supply from catchment to consumer. Arab Water Week

WSP in Jordan • WMI Assessment on December 2016: (PED) of WAJ Central labs - WSP unit mandates 2004 2009 2006 WHO introduced WSP concept 2016 2012 WHO – JP four UN agencies WHO with MWI/WAJ/Utilities & MOH introduced WSP concept in Jordan WSP’s was developed in five areas Arab Water Week

WMI’s Objective and Approach Arab Water Week
WMI’s Initiated Activities: • Re-triggering the national WSP Steering Committee. • Enhancingit through engaging senior management representatives (WAJ, WAJ –labs and MOH). • Selecting 5 systems located in Amman, Jerash, and Karak governorates. • Establishing an effective WSP core group (MWI, WAJ, Miyahuna, YWC & MOH). • Water Safety Planning and Auditing Training (First – Ever). • Establishing and building the capacity of an Audit team (Informal – External). “Think Big, Start Small, Scale Up” (WHO approach)
National WSP Program Implementation 5 major steps include 11 Modules: • Preparation (Module 1) • Systems Assessment (Modules 2-5) • Monitoring (Modules 6-7) • Management and Communication (Modules 8-9) • Feedback and Improvement (Modules 10-11) WHO – WSP Guidelines Arab Water Week
Module 1: Assemble WSP team • Knowledge of the complete water supply system. • Authority to make decisions. • Nominate a team leader. • Define and record individuals roles and responsibilities. • Define time frame to develop the WSP Good Selection of the Team Successful Implementation of the WSP Arab Water Week
Module 2: Describe Water Supply System • Raw water source and quality • Catchment area • Treatment, storage, and distribution systems • Staff and documents Module 3: Identify Hazards and Assess Risks • Biological, Chemical and Physical hazards • Hazardous Events • Risk Evaluation Arab Water Week
Module 4: Determine & Validate Control Measures, Reassess & Prioritize Risk • Site visits • Water Quality Data • Manufacturers Specifications Module 5: Develop, Implement & Maintain an Improvement Plan • Addressing all significant risks • Developing effective control measures Arab Water Week
Module 6: Define Operational Monitoring of Control Measures • Ensuring that control measures effectiveness as intended. • Allowing for timely action to be taken. Module 8: Prepare Management Procedures • Develop Standard Operating Procedures (SOPs). • Prepare Emergency Response Plans. • Actions to be taken during normal operating conditions and emergency situations • Ensure that all staff clearly understand what to do and when. Module 9: Develop Supporting Programmes • Actions that contribute to drinking water safety but do not directly affect water quality Arab Water Week
Module 10: Plan and Conduct Periodic WSP Review • Provides the basis from future assessments. • WSP regular meetings, operators input and site visits. Module 11: Review and Revise the WSP Regularly and Following an Incident • Identifying areas for improvement • Revision for an operating procedure risk assessment Arab Water Week
Key Lessons 5 systems were selected only 3 systems continued and finalized their WSPs. • Dealing with WSP as a volunteering work • A WSP is not more work for water utility, WSPing is the work of water utility* • Top management support during developing and implementation is a major point to ensure sustainability • Unavailable fully active WSP units at the water utilities Jordan • Water Safety Planning is not clearly mentioned as a target within the mandates of the technical staff at the water utilities Arab Water Week

Enablers for sustainable WSP • Policy and Regulatory Instruments: • Integrate the WSPs into drinking-water policies and/or regulations. • Review and amend the relevant assignment agreements of the water utilities. • Advocacy: • Increase awareness amongst all stakeholders. • Share WSP benefits. • Develop materials. • Organize activities • National “WSP champions” • Carry out WSP impact assessments Arab Water Week
Enablers for sustainable WSP – Cont. • WSP Auditing • Support the continuous improvement of WSPs • Provide a system of ongoing support • Provide accountability for WSP implementation • Feed into further development • Capacity Building: • Scalable and sustainable WSP training programmes • Training of trainer (ToT) programmes • Standardized training packages relevant to the national scale-up Arab Water Week
