Structure measures: “represent the relatively stable characteristics of the providers of care, of the tools and resources they have at their disposal, and of the physical and organizational settings in which they work” (Donabedian, 1980) Fidelity measures: are tools to evaluate whether or not treatment programs are implemented according to a specified manual or protocol.
