    3. PROJECT BACKGROUND The Missile Defense Agency is the US representative on a NATO project studying Theater Missile Defense (TMD) for NATO deployed forces. MDA has provided cost analysis support to the project since 1996 Study is directed by an ad hoc committee known as the NATO TMD Project Group (TMD PG) Mission of the TMD (PG) is to assemble decision-making information for NATO nations to decide if a missile defense program should be established and funded. All NATO nations are involved as members of the Project Group. Chair of the PG is Dr. David Martin, MDA/SR.

There have been four major studies directed by the PG for various TMD elements Systems level - 1996 C3 – 1997 Early Warning - 1999 Architecture level integration – 2001 – 2003 Last step before a Program Office is established is a systems architecture baseline decision. PG to provide Council of NATO Armament Directors (CNAD) with program proposal - 2004 PROJECT BACKGROUND
