Country Workshop Presentation 1 19 MAY 2019 | KIGALI | RWANDA Destination Digital Africa:Preparing our Youth for the Future
Country Readiness: Responses from Country Questionnaires and Macro Indicators Sajitha Bashir, World Bank
Country Questionnaire Responses: Policy Awareness and Environment
Summary of findings – Country Responses • Almost all countries have ICT strategy (not specifically for 4IR) • But most are from 2011-2018 • Most in initial stages of implementation • Most mention education/ skills, but generally focused on connectivity • Countries expect a big impact of new technologies • Mostly in services and agriculture • A small range of technologies are mentioned • But fairly general about the impact on jobs/ skill requirements • Ministries of Higher Education/Skills Development largely unprepared • Offer some services through digital platforms • But digital skills of staff are very limited
Status of implementation of national ICT policy/strategy across countries *Foot note: Based on country responses, stage of implementations for Cameroon & Senegal was not clear. Hence, they have been assumed to be in "made progress" stage to not overstate their progress.
Countries have mentioned some technologies – but fairly narrow range…
…And fairly general answers about the types of jobs that will be created…
But most countries have very limited staff to support digital platforms
Most staff have computers and broadband, but digital skills are minimal
How ready are countries? • Are responses reflective of current reality? • WHAT ACTIONS SHOULD BE TAKEN?
Macro Indicators of Readiness • 29 SSA countries and 4 Comparators

Based on your own assessment and indicators given here… What group would you put yourself in? (compared to other SSA countries ) • Better prepared • Average • Ill prepared • Based on the information you have from your questionnaire or your own knowledge? • Based on the macro indicators: • ICT access, affordability and use indicators alone? • Including ICT and education indicators? • What do you, as a country, need to do to improve your state of readiness for the digital economy ?
