A Project forStreetCollectors • Purpose:Tounderstandthe problem andpropose a plan tointegratestreetcollectorstotheformalsystem. • Reason:Tocontributetothesustainability of theformalsystem. • Parties: ÇEVKO, someNGO’s, Union of Marmara MunicipalitiesandsomelicencedWaste ManagementCompanies.
MainFindings Parties, includingrepresentatives of streetcollectors, met 3 times, within 3 municipalities in Istanbul, in 3rd Quarter, 2014. Mainfindings: • Used to sort at dump sites. • Moved to cities and become “street collectors” after construction of sanitary landfills. • Have and cause health and security problems.
MainFindings • Due to inefficiencies of thesystem • (lowlevel of participationbyconsumers, • somemunicipalities not engaging in separatecollection, • lowlevel of enforcementbytheauthorities, etc.) packaging waste gotoorganicwaste bins. • Streetcollectors collect and sort packaging waste out oforganicwaste bins located in front of houses or at common locations. • Work in an organised fashion.
MainFindings • Workinformally; yet theyconstitute a certainpercentage of thelowincomepopulationandcould not be ignored. • Sortandsell waste materials, especiallythevaluableonessuch as PET, Aluminiumandsometimespaper to scrapdealers in the neighborhood. • Scrapdealerssell the materials to a sorter or to a recyclerinformally.
Position of Parties ÇEVKO: • Householdseparatecollectionsystemshould not be compromised. • Streetcollectorsshould be part of theseparatecollectionsystembycooperatingwithlicencedwastemanagementcompanies. • Transactionsbetweenstreetcollectorsandthelicencedcompaniesshould be formal.
Position of Parties Municipalities: • Streetcollectorswithinthemunicipalityshould be identified, equippedwithproperclothingandequipment. • Zones, withinthemunicipality, may be allocatedforpre-sortingandstorageforthematerialscollected. LicencedWasteManagementCompanies: • Streetcollectorsshouldselltheirmaterialstothelicencedcompanywithinthatmunicipality.
Position of Parties StreetCollectors: • Reluctant to work as employees of licencedcollectors-sorters. • Willing to sell the materials collected at market pricesto the licencedcollectors-sortersof the municipality theywork in. • Scrapdealersare willing to relocatetheirfacilitiestoallocated zones defined by the municipality.
