Village Planning • Phase 1 • In November 2010 we sent out the All in One Survey to every household asking about the priorities of residents in each local area. • The areas most important to you were listed as: • Local parks and open spaces (78%) • Level of crime and anti-social behaviour (34%) • Public transport (32%) • Library services (30%) • Shopping in your local high street (26%)
Village Planning • Phase 1 • The information collected from the survey and events were used to draw up 14 Village areas. • Residents in Ham and Petersham decided to come together through a local Forum and produce a Neighbourhood Plan. This allows them to produce a vision for the future of the area, establish design guidelines that any redevelopment proposals should take into account and identifying new opportunity areas for improvement. • Once adopted, this becomes part of the Council’s statutory development plan and will be used to assist in the determination of all planning applications in the designated neighbourhood area.
The current phase of Village Planning • People and Community • Phase 3 involves: • Strengthening the capacity for residents and groups to meet community priorities themselves; • Identifying key community ‘assets’, linking residents to greater opportunities to be active, improve skills and wellbeing; • Meeting local need in all its forms, including environmental, social, and economic; • Improving community awareness of what’s happening in their village through a revamped website experience, tailored to their local ‘village’.
Village Planning Fund • Launched in June 2017, the fund is also known as the Neighbourhood Community Infrastructure Levy (NCIL) and is accumulated via a percentage of a development levy we place on most new developments to provide the infrastructure needed to support growth in the borough. This is funding is additional to other investments the Council makes in each of the village areas. • In the Ham and Petersham Cluster there was £180,309 available to bid for. We received seven applications in the cluster and following the public consultation a decision will be announced in December 2017. • The next round will open in February 2018. Ham Close Redevelopment Programme Current concept proposals include: • Replacement of 192 existing homes • Creation of additional new properties including affordable homes for both rent and shared ownership • Re-provision of community services (Ham Youth Centre, Ham Clinic and the ‘Little House’) Please note: the Council’s current allocations policy requires 100% of new affordable rented homes when they are first let to be allocated to the Council for nomination from the Housing Register.

Ham and Petersham Neighbourhood Forum • Residents and representatives of community groups formed a Neighbourhood Forum in 2013, approved by the Council in 2014. Following community consultation and engagement the Forum has produced a draft Neighbourhood Plan, which was submitted to the Council on 14 September 2017. • The draft Neighbourhood Plan was considered by the Council’s Cabinet on 16 November 2017 and will go out for public consultation in late 2017 / spring 2018. • The draft Plan will be subject to an independent examination, followed by a local referendum in 2018.
Your Vision for Ham and Petersham To retain the identity of Ham and Petersham as a distinct and sustainable mixed residential community set within a semi-rural historic landscape.

An update… The submission version of the Ham and Petersham Neighbourhood Plan was approved by Cabinet last Thursday
What happens next? • 1 December-26 January A further public consultation • February onwards (4-8 weeks?) An independent inspector examines the Plan to ensure it complies with statutory requirements • June/July (we hope) Local referendum – all residents can vote • If approved: it becomes part of the statutory framework and will be used to assist in the determination of planning applications in the area

Why is our Neighbourhood Plan special? • Ham & Petersham area is unique • Our Plan gives a local flavour to generic borough plans • Neighbourhood Forum - local people writing our local plan • 8 consultation events and 5 public meetings: good understanding of what’s important for the community
Village Planning Fund • Neighbourhood CIL currently 15% for Ham & Petersham to be used for local projects • 25% if the plan is approved – the only area in Richmond where this will apply • Projects originally identified during our consultation events are in our Neighbourhood Plan
