Vital statistics in Indonesia are not produced from civil registration due to some obstacles, especially lack of coordination among institutions, while the records are in each institution. • Vital statistics are produced from surveys,censuses, and populations projections. In Indonesia the population census conducted in every 10 years since 1961. Surveys are conducted for every year, namely social economic surveys since 1963, and demographic and health surveys for every 5 years
since 1987 and population projections are set up based on the results of population census since 1961. c. The vital statistics system in Indonesia does not ensure the universal coverage, mainly due to wide geographic areas. The vital statistics system could not reach the remotes areas. d. However, the vital statistics system could be conducted countinously although the coverage is considered low. The continuity of the systems is based on the law No.23 of 2006.
e. The confidentiality of vital statistics system is quiet good since the records are kept in each institution. The problems of confidentiality might arise when the records are integrated. However, the problems should be anticipated, for example, by pointing out one institution that is responsible to keep the file since the integration has to be conducted in the future.
f. Since the records are not compiled until national level, there is no dissemination at the national level. However, some districts do the dessemination since they have complete records. g. The roles of health institution in the system collecting information of births and deaths
that occured in hospitals and health centers. h. The institution that responsible in conducting the civil registration system is directorate general of population administration. However, this institution does not have the authority to be the coordinator among the involved institutions.
i. The coverage vital registration is 60-70 percent. j. The method used in assessing the coverage is bythe evaluation that created by comparing the vital rates obtained from the registration system and that estimated by the applications of indirect techniques such
as Last Life Birth, Own Children and Palmore methodsfor estimating birth rate, and Brass type method for estimating Infant Mortality. The findings indicate that the vital rates of some regions in Java, as results of vital registration are about 50 percent lower than the rates obtained through indirect estimates.
k. There is no assesment since the vital statistics system is not integrated between the involved institutions. l. The best strategies to align the vital statistics system in Indonesia is to form a body as coordinator of institutions involved in the vital statistics system. That body could
be either one out of three existing coordinator ministry, that is social, economy and politics. That body has to responsible to integrate the system in each institution, also to solve the problems and obstacles in conducting the vital statistics system.
m. Problems occured in vital statistics; under coverage and low quality. n. Obstacles; no coordination, weakness in organization, and weakness in management.
