What is Seal of Approval? • Mini and Youth Seal of Approval introduced in 2002 • Method of examining, maintaining and improving the provision of rugby in the mini and youth section of a rugby club. • Recognises those clubs that reach, maintain and improve on the required standard of a club committed to the provision of quality rugby union experiences for young players. • Integrated with the Sport England Clubmark scheme • Whole Club Seal of Approval introduced in 2009 • Builds on the success of MaY SoA to ensure that good practice is spread throughout the whole club. • Ensure that the whole club is sustainable and is planning to grow participation.

What is Seal of Approval? • Clubs produce Evidence File to show that their programme meets the required criteria. • 3 year Development Plan produced by the club, ratified by the RDO and signed off by the Regional Rugby Development Manager. • Clubs adapt/create their own plans to suit their needs. • Annual Health Check • 3 year full re-accreditation

What are the benefits? • The process – reviews provision at the club and defines the way forward • Safer, more effective environment for all • More and better • Players, Coaches, Referees and Volunteers • Community Links • Schools should only create links with accredited clubs • CSPs should only promote accredited clubs • Access to grants and other funding • RFF grants and loans – facility development • CSP and LA grants – coach, referee, volunteer development • Local Authority ‘Charter’ – access to cut price facility hire and training • Recognition for quality and efforts • Promotions and Publicity • Use of the logo, and other opportunities • Other future benefits? • Enhanced international ticket allocations • Entry to CB/regional/national tournaments, competitions and festivals

This club operates in a relatively disadvantaged area but has worked to establish excellent school-club links and has engaged a number of hard to reach groups. • “Seal of Approval has taken the club to the next level ensuring that we continue to operate in a safe and effective manner.” • “Lots of the things required are already in place…it is just a case of getting it down in black and white.” • ”Seal of Approval is recognised by a number of external bodies which provides opportunities for clubs to involve juniors.”

We promote a volunteer culture and the standards help us to provide leadership, guidance and policy so those volunteers are encouraged to adopt best practice in coaching, player welfare and development."

Current situation • It is now the policy of the RFU that: • “CBs should be required to play an active role in the delivery of club’s health checks and re-accreditations for Seal of Approval” • Community Rugby Standing Committee – March 2009 • RFU Strategic Plan • 100% Mini and Youth sections accredited before Sept 2011 – the next RWC • 800 Whole Club Seal of Approval clubs by 2017

Working together to accredit clubs • RDOs • Communicate more effectively with CBs and the whole RDT about which clubs are accredited, which are actively working towards and which are proving difficult to engage • Only use SoA clubs for events • Whole RDT • Prioritise SoA clubs, or those working actively towards, for all activity and support • CBs • Recognise and reward SoA clubs. End of season dinners, CB matches etc • CB Disciplinary process to include SoA as condition • Conditional entry to CB Festivals, Leagues and Cups • Handbooks and websites • RFU - National • Ticket allocations, Disciplinary guidelines, Handbooks, competitions • Others?
