  1. How useful is this source in telling you about using the CPF annuity scheme to manage the ageing population in Singapore? Explain your answer. It is useful to show the negative outcome of using CPF to manage the ageing population because because of insufficient funds.(Give evidence / explain). This is supported by Source A which shows an elderly man being forced to work despite his age. (Give evidence/ explain).

  2. However, this Source has its limitations because it fails to show that the problems that have been brought up can be resolved. This is shown in Source C which states how the annuity can be used to help the elderly meet the challenges of ageing. (Give evidence / explain)

  3. This source is unreliable. The source is from the opposition party whose purpose is to criticize the policy of the ruling party so that people would realise the flaws in the policy and the ruling party would re-consider the decision. In addition, this source is contradicted by sources C and D which are views of the citizens. Thus, it is not useful in showing the negative impact of managing the ageing population.

  4. However, this source may be useful is informing us that there are fears about using the CPF to buy annuities. As the Source is from an opposition member, Mr Low will not share information that is not true and which may jeopardize his position as the Secretary-General of his party. As such, he must have read up and conducted his own research on the implications of the scheme on the public. Also, he may have received some feedback or grouses from members of the public. Thus, this source is useful to show the fears that the public may have.

  5. Both sources show that the CPF annuity scheme is useful in managing the ageing population in Singapore. Source C states that it is useful because people are living longer and so they need to be independent. (Give evidence / explain). Source D also echoes this because it states that it (quote or paraphrase).

  6. However, both sources differ on who should be decide on the sum to be invested as annuity. Source C states that it should be the individual’s decision.(Evidence/Explanation). On the other hand, Source D states that it should be the government’s. (Evidence/Explanation)

  7. The purpose differ too. Source C aims to convince its readers to take charge of their rights to the finances needed for their old age while Source D aims to persuade its readers to convince the readers to trust the government so that the government can withhold their CPF money when they retire. (Give evidence /explain)
