ITUC Congress Vienna 2006 • The ITUC Vienna Congress in 2006 decided that Promoting HTUR is a key objective of the ITUC • The Vienna Congress also called upon affiliates to • coordinate their efforts concerning international cooperation • maintain an HTUR Committee • And ensure regional participation to this Committee www.ituc-csi.org
HTUR NETWORKS • Based on the HTUR mandate and action plan adopted by the ITUC General Council in December 2008 • They are to be created at regional level and supported at international level • They reflect the new contexts and new challenges to be addressed within the regions www.ituc-csi.org
PERC HTUR NETWORK • The PERC HTUR Network is ... • Part of the ITUC Global HTUR Network • Based on existing HTUR related networks and former experiences • Based on the support of affiliates • And tasked with supporting the implementation of policies at national, subregional and regional level • And will take into account • regional trends • and specific instruments common to the PERC region • Council of Europe • European Social Charter • European Convention on Human Rights • EU labour standards www.ituc-csi.org
PERC HTUR NETWORK • The PERC HTUR Network is a tool • To help affiliates to fulfill their commitments on HTUR • To coordinate and develop the work on HTUR within the Region • in the long term • And in a more systematic way • To enhance communication and understanding • To share issues • To facilitate cooperation www.ituc-csi.org
PERC HTUR NETWORK • Based on the existing capacities and structures within each organisation • Coordinated by the ITUC HTUR Dept in close collaboration with the PERC Secretariat • To be efficient the PERC Network needs • a political commitment to support its work • an enabling environment for delivering HTUR work • Each affiliate should be able to be part of the network • Through a focal person • Identified by affiliates, and • In charge of sharing information both internally and externally • And according to their means • With a long term perspective • To ensure sustainability of the work www.ituc-csi.org
PERC HTURNETWORK • The PERC HTUR Network will • Organize regular meetings to • Evaluate work carried out during the period • Exchange experiences, good practice and obstacles • Develop a work plan • Report on HTUR issues to • The PERC executive bodies • The ITUC HTUR Global Network • The ITUC HTUR Committee • Create a contact list to facilitate further communication and to exchange information www.ituc-csi.org
HTUR Network and Annual Survey • Annual Survey is used for many purposes including for the ILO Committee of Experts • The Network is committed • To respond to requests for information • To ensure good and timely contributions to the Annual Survey • At least ´to check the country profile • To develop the use of the survey at national and regional level through • Organizing launch activities • Translation of the Annual Survey into regional languages • Russian for the European part • Country profile in each national language • Promotion and dissimination of the Annual Survey by • Sending the Survey to Governments and employers organisations with a letter from the ITUC General Secretary • Sending the Survey to the Council of Europe • Ensuring national promotion • Website www.ituc-csi.org
HTUR Network and ILO Work • The PERC HTUR Network is a channel for • The sharing of information on • The work to be carried out • and time frames • Advice and cooperation in drafting reports and complaints • Exchanging information on how to raise awareness on ILO issues amongst members and towards the general public • What is needed to facilitate the PERC HTUR Network regarding ILO work is • Capacity building regarding ILO standards and the supervisory mechanisms • Regional preparation for the ILO International Labour Conference • In relation with ITUC and PERC • To improve the workers impact and participation www.ituc-csi.org
HTUR Network and Solidarity Action • One of the areas of work for the PERC HTUR Network will be following up on appeals and campaigns • Regarding appeals • There is a commitment of affiliates to increase participation to appeals • At regional level • And at international level • And a commitment from the ITUC HTUR Department to provide the network with follow up information • Regarding campaigns • The objective is to develop with the support of interested affiliates specific regional and subregional campaigns • For example • Enforcement of labor standards • Access to labour court • And to support, promote and contribute to ITUC Global Campaigns • WDDW www.ituc-csi.org
HTUR Network and Training • The objective of the Network is to develop knowledge on mechanisms relevant to the PERC region • EU • GSP • Council of Europe • European Social Charter • ECHR • OECD • And to develop training on ILO jurisprudence to enhance reports and complaints • And to cooperate with ACTRAV • While there has been a lot of training done already, there is a need for mapping of the results • And a need to be more focused and to build capacity on the long term www.ituc-csi.org
