BACKGROUND & RATIONALE • NIP has contracted for a limited number of stockpile vaccines since 1983 • In CY 2001-2002 the U.S. experienced unprecedented shortages in the supply of many vaccines including: DTaP, Td, MMR, PCV-7 and Varicella • Widespread support for pediatric vaccine stockpile build-up includes recommendations from NVAC, IOM and GAO. • OBRA legislation (1993) gives authority to the HHS Secretary to establish or add to stockpiles those vaccines included in the VFC program
A STRATEGIC PLAN FOR VACCINE STOCKPILE DEVELOPMENT • Logistics Management Institute (LMI) was hired on April 28, 2003 as the contractor for strategic plan development • NIP’s initial meeting with LMI was held on May 12, 2003 • LMI has submitted a Project Plan to NIP and is in the process of meeting with vaccine manufacturers and other stakeholders • LMI met with NVAC members on May 27, 2003 to obtain their input • A strategic plan for stockpile development is to be submitted by LMI to NIP by July 28, 2003

An Update on Planning for an OPV Stockpile • NVAC/ACIP has established a joint working group to develop guidelines for stockpiling polio vaccine for use in an outbreak situation. • NIP is represented on that working group. • NIP suspended its plan for a new solicitation pending recommendations of the NVAC/ACIP working group.
