  2. What is the RoLIA? • An independent, not for profit organisation promoting discussion of the rule of law and transparency in government • Runs initiatives in schools and universities to support learning about the rule of law • Conducts research in regard to rule of law issues

  3. Why was the Tattoo Parlour Act 2012 (NSW) created? Second reading speech in the NSW Legislative Assembly by the Hon Anthony Roberts MLA: • Fatal brawl at Sydney Airport in March 2009 prompted by the Hell’s Angels’ opening a tattoo parlour on the Commanchero’s turf • Strict regulation and licences for parlours so motorcycle gangs feel that they no longer own the industry • To prevent extortion of owners of parlours not affiliated with the gangs 3 May 2012

How are the tattoo parlours regulated? • Operator licence: police check to apply for a licence to operate a tattoo parlour • Individual licence: police check for persons applying to be a tattoo artist • Checks involve fingerprinting the applicant and disclosing close associates in their application for a licence • Police powers which allow premises to be tested for explosives and drugs • There is a clear avenue to appeal a refusal for a licence in the Administrative Appeals Tribunal
