Elements of a Model Education Program • Effective child find efforts. • Key decision-making by the family about choices of services among all options. • Choices of services that are specific to the needs and capabilities of the child and family. • Ongoing monitoring of outcomes serves as a basis for educational planning. • Certified and qualified service providers with expertise in working with infants and young children who are deaf or hard of hearing.
Recommendations For Establishing a Model Program • Family-centered • Choice of communication approach, language system and educational setting • Proactive, comprehensive and ongoing audiologic management • Guidelines for increasing or decreasing placement in mainstream education settings • Specially trained professionals • Research based curriculum and training resources and materials
Recommendations For Implementation • Monitor language development of children. • Accountability for language & communication as the foundation for education. • State Advisory Board including individuals who are deaf & hard of hearing. • Comprehensive list of knowledge & skill-based competencies for relationship-focused EI. • Continuing education for EI providers.
Centralized online database of employment opportunities. • Each state maintains complete, current listing of all relevant state & national resources. • Involve families in the design & evaluation of EI programs & services. • Funding for development of media for public awareness & to recruit new professionals into the field. • Require private insurance coverage for hearing aids & related audiological services.
Modify state & national health coverage to include all specific types of EI services included in Part C of IDEA. • Increase funding for EI. • Provide funds to train parents as advocates. • Provide funds/resources to parents to acquire effective communication & language skills to work with their children. • Develop certification standards to ensure highly qualified professionals. • Essential services/interventions are provided in a timely manner.
