  5. Proposed Name of NDR Indian National Data Repository (INDR)

  6. Agency Responsibility DGH Directorate General of Hydrocarbons- a Govt. Regulatory Agency under the Ministry of Petroleum and Natural Gas has been mandated to promote and manage the Indian Petroleum and Natural Gas resources, effectively and efficiently with a balanced regard to the environment, safety, technology and economy of India. DGH is responsible for the development of framework and monitoring of policies related to all phases of upstream petroleum activities within India.

Regulator’s Role • Provide all input data for NDR population and operation • Setting up of NDR’s strategic direction • Coordinating the data entitlement framework & guidelines with E&P Operators and other users • DGH shall be the focal point and the central body to coordinate with E&P Operators, Academia and other stakeholders.

  9. Operation of NDR • Contractor to run the NDR on a turn key project basis on behalf of DGH. • State owned • Contractor to Build, Populate and Operate on Turnkey basis

Major purposes • Facilitate the Bidding Rounds and support Launching of Open Acreage Licensing Policy (OALP) • Promotion of E&P activities • Creation of new business opportunities where society, industry and research communities benefit • Improve DGH’s ability to monitor and control the E&P activities and reporting • Data Preservation and National Archive

Data types and volume NDR will be populated, in the next five years, with geo-scientific data of the magnitude of • 8,500 wells, associated logs, cores and reports • 1,150 2D & 3D seismic surveys • 1.0 million LKM of 2D Seismic post stack • 0.5 million SKM of 3D Seismic processed • 0.5 million LKM of 2D Seismic field data • 0.5 million SKM of 3D Seismic field data • 34,000 scanned logs and 2,300 Seismic reports • Other non-seismic datasets and reports NDR Size: • 100 TB of SAN storage online • 250-slot-LTO4 robotics near-line

  12. Access method • DGH will provide web based access to end users through redundant leased lines having high bandwidth (>10Mbps). • User’s terminals will be made available in INDR centre.

  13. Data submission • All legacy data as well as future data in digital media. • Self-service uploading by the operator is optional. • Some reports like well, acquisition and processing reports to be submitted hardcopy as well in addition to mandatory digital form.

  14. Data Publication/Release • As per PNG Rules, data of non-proprietary nature can be released immediately. • For proprietary data, after 5 years.

  15. Funding Model • 100 % state funded. • Funded through • Oil Industry Development Board, Government of India.

  16. Service Charges/Standards Used • Service charges are being formulated. • Generally accepted NDR standards to be used

  17. Challenges • Data Collection • Enforcement mechanism for data submission • Cooperation from E&P operators • Large volume of Legacy data

  18. Success • Proposed NDR is expected to provide significant thrust to E&P activities in India

  19. Lessons learned • Gained knowledge from collaboration with NPD, Norway. • E&P Operators’ participation very vital for NDR success. • Better to set short term goals and achieve the same
