Location of Belkotggadhi Municipality India China India India Nepal, a small mountainous country lies in South Asia. It is surrounded in north by China and in east, west and south by India. Politically divided into 7 provinces and 753 local governments . Belkotgadhi is located in the south-western part of Nuwakot district in Province no. 3. Nuwakot is one of the highly affected district by the 2015 earthquake.
Belkotgadhi Municipality at a glance • Newly formed municipality in March 2017. • It has an area of 155.6 Square km. • It is linked to Kathmandu (Capital City) via the Kathmandu–Trishuli road, Naubise–Galchhi–Devighat–Trishuli route and the Tokha-Chhahare-Battar road. • The Municipality Executive office is in Baghkhor which is 48 km from Kathmandu via the Trishuli road and 81 km via the Galchhi road. • The municipality is divided into 13 wards • Population: 45,000 + • Density: 261.6/km² • Mainly famous for agriculture products and trout fish. Contd.. • In 2011, about 79% of households had taps or piped water. • There are 53 schools in the municipality, • There are many saving and credit groups, community forest groups, mother groups and farmers cooperatives. • Every wards have been promoting user groups for local infrastructure development. • There are 6 health posts, • The lower belt of Belkotgadhi Municipality has hot weather conditions whereas the upper belt has a cold climate. These variations have provided diverse opportunities for agro products including fisheries. • All most all houses in the municipality were destroyed by the devastating earthquake in 2015.
Belkotigadhi Municipality’s profile 1.Characteristics of the city: • The settlements are scattered and evenly distributed in hills and flat lands. The municipality has very diverse social settings as the different cast and tribe groups are living together in harmony. Majority of the people have access to pipe drinking water and sanitations. • More than 70 percent of the Municipality is hilly area. Agriculture is the main profession and production sector. The agriculture practice are mostly traditional and indigenous. Now days, some of the communities are found engaged in poultry farming, fisheries, horticulture and dairy. The landscape, soil texture, climatic variation is found very suitable for organic farming including seasonal vegetables and fruits. • There are small market places in all the wards mainly serving groceries and every day needs materials. • The roads are not black topped yet. Most of the roads are seasonal however they are effective in linking different parts of the municipality and providing basic lifelines. • All most all settlements have access to electricity and mobile telephone facility. • There are schools in every wards and all most all school aged children are in school. • There are community based organizations and groups in every wards like youth clubs, user groups etc. CITIES
Institutional structure of Belkotgadhi Mun (of All Local Government in Nepal) Nagar Sabha (House of locally elected representatives) : Local government’s legislative body. Responsible for local policy development, development of Acts, approval and control of annual budget etc. In fact, it is municipal council and comprises of Mayor, Deputy Mayor, Ward President and members, members of. Nagar Karypalika (Executive Body of local government): Mainly responsible for implementation of the programme and budget approved by the Nagar Sabha. Also responsible for local planning, monitoring, reporting. In addition responsible for development of rules, regulations, bylaws etc for local governance and development. Headed by the Mayor and comprises of deputy mayor, ward president and elected members. NyaekSamiti ( Judiciary of local government): Headed by the Deputy Mayor. Responsible to give verdicts to the cases under the jurisdiction of local government. Office of the Municipal Executive Committee (OMEC): Mainly responsible for day to day business, implementation of programme and budget, service delivery, insure institutional memory. It is the administrative authority where the Mayor and Deputy Mayor are the political leaders and the Chief Administrative Officer (CAO) is the bureaucratic leader. So, this office comprises of political leaders, managerial, professional, expert and clerical officials. Ward Office(WO): The extended arm of municipality in local areas mainly responsible for public service delivery, monitoring and public wish collection. It is headed by elected Ward President. Belkotgadhi’s issues/needs Issues Ensure access and networking, enhance agricultural production and productivity, promote eco tourism, develop basic physical infrastructure for livable green city, and Uplift socio economic status of the people Needs • Modernize and commercialize agriculture to uplift local economy, • Promote organic farming including off season vegetables and fruits, • Link all the wards and city center as well as district and national capital with black topped roads. • Provide clean drinking water and good sanitation facilities to all the population, • Promote eco tourism and home stay, • Expand ICT networking in the public authorities and largely to community levels, • Support earthquake victims in building safe and disaster resilience house • Safeguard the traditional design, architect, arts in reconstruction and renovation of houses/buildings CITIES

Municipality initiatives for SDG11 Policy framework initiated to achieve the SDG11 • Developed and enforced Building code, • Developed procedural guideline for land use and building construction, • Developed Municipal Transportation Management Master Plan, • Developed standards for municipal roads and categorized roads into four categories, • Developed some mandatory provisions to safeguard houses and settlements from disaster (Buffer zone for petrol pump, river, streams and etc) Municipality has initiated following programmes too facilitate SDG11 • Organizing trainings for carpenter and construction related workers, • Disseminated models of disaster resilience houses CITIES
Belkotgadhi’s experience on innovative tools and affordable housing • Belkotgadhi, newly constituted municipality having very few basic infrastructures, has huge potentiality to be developed as a model modern city through planned interventions. It will be more cost effective as most of the new structures can be constructed in new and open spaces. • The people, local political leaders and the municipality’s bureaucratic leader all are very optimistic and determined for developing Belkotgadhi as one of the model modern green city in Nepal. • Considering the landscape, slop and potentialities typical design of housing need to be developed which will provide opportunities to foster and use innovations, • Local materials based new housing with traditional craftsmanship would be attractive to tourists hence increase affordability of housing. • Traditional and indigenous technique oriented housing would be effective in lowering cost, preserving local arts and artifact, utilizing local materials, creating local employments ultimately improving quality of life in new areas. Belkotgadhi Municipality is interested to establish sister relations with cities in Republic of Korea and other countries
