AECI GENERATOR INTERCONNECTION PROCEDURE
Applicable Generator Interconnections (Section 1) • Generating Facility (GF) >= 1 MW • GF requesting interconnection to transmission facilities >= 69 kV
Types of Interconnection Service (Section 3.3) • Energy Resource Interconnection Service (ERIS) • Network Resource Interconnection Service (NRIS)
GIP Processing • Pre-Queue Informational Meeting (Section 3.1) • Valid Interconnection Request (Section 3.4) • Non-refundable fee • Study deposit based on GF MW rating • 50% Site Control • Executed Study Agreement • Executed Confidentiality Agreement • Completed Application • Stability model
GIP Processing (continued) 3. System Impact Study Phase (Section 6) 4. Milestones To Enter Into Facility Study Phase (Section 7.1) • Executed Study Agreement • 100% Site Control • Study deposit based on GF MW rating • Detailed Stability model • Detailed one-line • Declaration of GF capacity • For NRIS, executed PPA or equivalent 5. Facility Study Phase (Section 7)
GIP Processing (continued) 6. Generator Interconnection Agreement (GIA) Negotiation (Section 9.2) 7. Milestones To Execute GIA (Section 9.3) A) Recertification of 100% Site Control B) Non-refundable cash deposit (capped at $500,000) applied to future material and construction costs C) Provide one or more of the following: • Fuel Supply Contract • Cooling water supply Contract • Engineering, procurement or construction contract for major equipment • PPA or equivalent evidence • Air, water or land use permit
System Impact Study Phase (Section 6) • Study order is based on date of receipt of a valid interconnection request and studied in serial order • AECI Transmission Planning has 120 days to complete study
Milestones to Enter Facility Study Phase • Interconnection Customer has 60 calendar days from the receipt of the completed SIS to achieve the milestones listed in Section 7.1 • Failure to meet the required milestones will result in withdraw of the interconnection request (Section 7.2)
Facility Study Phase (Section 7) • Study order is based on date of receipt of all the required milestones and studied in sequential order • AECI Transmission Planning has 120 days to complete study • AECI will tender a draft Generator Interconnection Agreement (GIA) with final FS Report
GIA Negotiation and Execution (Section 9.2 and Section 9.3) • Negotiations of GIA Appendices begin at request of Interconnection Customer (IC) after tendering draft GIA • Negotiations of GIA shall not be more than 90 days • IC may request termination of negotiations and initiate dispute resolution (arbitration) • If GIA is not executed or dispute resolution commenced within 90 days of tendering draft GIA, request will be withdrawn • Milestones to execute GIA (Section 9.3) must be completed within 90 days of receipt of final GIA
Transition of Existing Interconnection Requests See Section 5 of GIP
AECI Generation Interconnection Agreement
GIA Highlights GIA Terms and Conditions • Bilateral agreement between AECI and IC • 10 year initial term with year to year evergreen clause • Terminate with 3 year notice • Terminate if IC fails to provide notice to proceed with design, procurement and design as specified (Section 2.3.2) • Governs operational responsibilities of AECI and Interconnection Customer
GIA Highlights GIA Terms and Conditions • Establishes responsibilities for construction, ownership and maintenance of system upgrades (Appendix A) • Establishes cost allocation and payment schedule for system upgrades (Appendix A) • Establishes various milestone dates (Appendix B) • No suspension of GIA
