Resource Allocation System
The aims of today • How the RAS works. • How the RAS was built. • How it takes carers needs into account. • Discuss consistency in how the RAS is applied.
RAS – Basic Principles • The Resource allocation System works by converting points, allocated through an assessment of need, into an amount of money. • The higher a persons level of need, the higher the score, the more money awarded through the RAS. • Available informal support and care is taken into account in the calculation of the money awarded.
MAF2 • Score • Outcomes RAS – How it works x - = Personal Budget Informal Support RAS MAF 2
RAS • Our approach gives greater transparency and correlation between the cost of peoples services and the amount the RAS generates. • Our RAS tables have been generated based on ACTUAL costs of care. These costs can vary dependant on reasons a person requires support.
If the RAS doesn’t fit … • By law there is no ceiling for individual personal budgets. • The RAS is designed to fit the vast majority of our client costs. • When costs of care are higher than RAS allocations, increased resources are available based on need and outcomes.
Consistency in approach … • The RAS is one part of the assessment process. • It relies on realistic input from Clients, Carers, Providers and Dudley MBC staff. • Realistic and consistent use of the RAS will allow for better decisions to be made in the future re levels of social care resources.
Workshop ……. How can we evaluate that personal budgets are making a difference?
