Impacts on Fuel Load Schedule • Licensed operators are required to load fuel. • Prior to fuel load, Industry estimates two licensed operator examinations will be required. • Operator license exams require a plant-referenced simulator. (10 CFR 55.46) • Certification of the simulator requires a complete control room design. • A complete control room design requires an HFE program implementation.

Impact of Review Approach on DAC/ITAAC Inspection Resources Designs Approved To-Date Designs Under Review Applicants submitted high-level HFE program descriptions Applicants providing detailed HFE program Implementation Plans Staff conducted program-level reviews Staff is conducting implementation plan level reviews Implementation Plan deferred to DAC/ITAAC Completed Implementation Plans provide detailed acceptance criteria DAC/ITAAC inspection of Implementation Plan & results DAC/ITAAC inspection of results against detailed acceptance criteria Significant resources (staff & time) required for DAC/ITAAC inspection Fewer resources required for focused inspections

  6. Bottom Line • DAC/ITAAC inspection sequence must be managed to support fuel load schedules. • DAC/ITAAC closure resources for designs approved to-date must be budgeted appropriately.
