  1. OIML Update 2014 NCWM Interim Meeting, Albuquerque Dr. Charles Ehrlich International Legal Metrology Program NIST Office of Weights and Measures U.S. CIML Member

Load Cells OIML TC9: Instruments for Measuring Mass and Density (U.S. is Secretariat) NIST Office of Weights and Measures Contact: John Barton 2 CD was circulated for vote in June 2013, to OIML TC9 p1. Voting responses indicated that the draft is to be further developed by the Project Group. 1 A 3rd CD is now being drafted and is expected to be presented for review in March 2014. 2 Meeting scheduled of TC9 p1 on March 17-18, 2014, at NIST. Meetings of the CPR and MAA Ad Hoc Working Group will be held on March 19-21, 2014, also at NIST. 3 A 1 WD of R60 Part 3 is also being drafted and is expected to be circulated in Spring 2014. 4

Belt-Conveyor Scale Systems OIML TC9/SC2 NIST Office of Weights and Measures Contact: John Barton OIML R 50 Continuous Totalizing Automatic Weighing Instruments (Belt Weighers) was approved through an on-line ballot that concluded July 8th 2013. Parts 1 & 2 of R50 will now be registered with the BIML as a Final Draft, and then will be published on the OIML website. 1 Part 3 of R50 was circulated to Project Group members as a 2nd Committee Draft in July 2013 for a vote. Voting was completed in September 2013 and resulted in approval. This document has now moved to a “Draft Recommendation” status. 2 Anyone interested in this Recommendation, please contact John Barton (301-975-4002 or john.barton@nist.gov ). 3

General Requirements for Measuring Instruments OIML TC5/SC1: Environmental Conditions NIST Office of Weights and Measures Contact: Ralph Richter OIML D 11 is important because it provides a general reference for testing requirements on all measuring instruments 1 • The Draft Document of D 11 was approved by the CIML in October 2013. 2 The new D 11:2013 was published in December 2013 and is available on the OIML website. 333 3

Dynamic Measurement of Liquids Other Than Water OIML TC8/SC3 NIST Office of Weights and Measures and OIML Co-Sec Contact: Ralph Richter U.S. chairs the Project Group that is developing OIML R 117-2 and R 117-3. 1 An R117 Project Group Meeting was held in Oct 2013 in London. 2 The 2CD for R 117-2 " Test Methods " includes several new annexes. 3 An R117 Project Group meeting will be held in Chicago in April. 4

Water Meters OIML TC8/SC5 NIST Office of Weights and Measures Contact: Ralph Richter OIML + ISO + CEN have been working together for several years to harmonize requirements for water meters. 1 The CIML preliminary ballot on R49 closed in May 2013, and the Recommendation received final CIML approval in Oct 2013. 2 OIML R49 is expected to be published in early 2014. 3 3 3

Gas Metering OIML TC8/SC7 NIST Office of Weights and Measures Contacts: Ralph Richter and Juana Williams OIML R137-3 ”Gas Meters – Test Report Format” is out for CIML Preliminary Ballot, vote due March 12, 2014. 1 The new ANSI B109 standard is harmonized with OIML R 137. This new ANSI standard is currently out for comment to the ANSI B109 committee and the gas measurement committees of AGA and API. 2 OIML R139 “Compressed gaseous fuel measuring systems for vehicles” is out for CIML Preliminary Ballot, vote due March 20, 2014. 3 3

Prepackaged Products – Labeling and Net Quantity OIML TC6 NIST Office of Weights and Measures Contact: Ken Butcher A 5th CD of R79 “Labeling Requirements” was recently distributed and is under review by the U.S. National Working Group on TC6. 1 A 3rd CD of R87 “Quantity of Product in Prepackages” will be distributed in 2014 for comment. 2 A new project to develop a guide to facilitate bilateral agreements on certification systems for prepackages was recently approved by the CIML. 3 3 3 . The next meeting of TC6 is scheduled to be held in Korea in September 2014. 4

OIML Certificate System and Mutual Acceptance Arrangement (MAA) OIML TC3/SC5 NIST Office of Weights and Measures Contact: Chuck Ehrlich An Ad Hoc Working Group has been formed to examine possible efficiencies and other improvements to MAA. 1 Meeting at NIST from 20-21 March, 2014, of MAA Ad Hoc Working Group. 2 U.S. will be well represented (NCWM/NTEP, SMA, MMA, NIST). 3
