Why EITI matters to Ukraine? • Level of energy security will raise; • Ukrainian policy will be more “understandable” for the EU and the US – ensuring closer cooperation; • Chances to reduce level of corruption; • More trust from foreign investors.
Why Ukraine matters to the EITI? • Better business conditions for EITI supporting companies (such as Chevron, Exxon Mobil, GdF, Shell); • More transparent energy market on the EU border (important for such supporting countries as Germany, France, Italy, the United Kingdom, the USA); • A pioneer in the Black Sea region (can involve in the process other countries of the region).

Ukrainian case: noticed from above … • Statement of the Cabinet of Ministers • of Ukraine on joining the EITI - 2009 • Ministry of Fuel and Energy confirmed intension to continue implementation of EITI in Ukraine
Three points of the Strategy: • To inform; Journalists cannot explain to ordinary citizens why EITI is needed; Politicians do not have time to study literature; • To involve; Many stakeholders working on issues on transparency do not know each other; Many companies don’t want put pressure on the government alone. • To advocate. Achievements of earlier stages require constant support, as negligence of transparency demands is still wide-spread.
Two-years Strategy prepared 1st component: Information campaigns • Obtaining information about the structure, the principles of the Initiative through the translation of EITI brochures and booklets; • Explaining the importance of increasing transparency in Ukrainian energy sector through the use of case-study - a show trial; • Promotion of the Ukraine's membership in the EITI as a necessary condition for further reform of the energy sector – through round tables and conferences; • UA Energy is expected to be the information resource center of the EITI in Ukraine
Two-years Strategy prepared 2nd component: Changing legislation • Drafting laws, necessary for Ukraine's accession to the initiatives, with involvement of NGOs, business and the Government. • Promotion of bills, needed for Ukraine's accession to the EITI, through meetings with MPs (the Committee on Fuel and Energy), governors, visits to Ukraine representatives of the Secretariat of the World Bank and the EITI.
Two-years Strategy prepared 3rd component: Lobbying campaigns • Increasingthe number of supproters of Ukraine's joining the EITIfrom public and target groups through involvement of new members to the “EnergoTransparency”Association. • Promotion of the idea of EITI membership by creating a lobbying group in parliament of Ukraine, meeting with government officials and MPs. • Opening the office of “EnergoTransparency” Association and accumulating all the information concerning the EITI on UA Energy site.

Action plan for 2011 • Round tables with MP’s and other stakeholders - presentation of analysis of legislation’s compatibility with the EITI standards; • Meetings with European Business Association, other business associations and embassies to inform about EnergoTransparency Association’s activity; • Press-conferences – regular presentation of monitoring results concerning fulfilling EITI’s requirements; • Visits of EITI Secretariat’s member to Ukraine (with number of events).
