OR capacity to pass ballot initiative in face of $25 million+ opposition campaign.
National Gains, 2016-2019 • 2017-2018 Surge in National Co-Sponsors • HR676: from 62 co-sponsors at end of 2015/16 session to 124 co-sponsors at end of 2017/18 session. • That’s 33% to 63% of House Democrats in 2 years! • 2019 Breakthroughs in House: • H.R. 1384 introduced with 106 original co-sponsors in 2019, compared to 51 in 2017 • Medicare for All Hearings in Rules Committee, Budget Committee, Ways & Means Committee… beyond?
Massachusetts CongressionalDelegation • 2018-19: Doubled # of House Co-Sponsors in MA • From 3 Massachusetts co-sponsors in 2017-18 session to 6 original co-sponsors in 2019! • First time 2019 co-sponsors: Joe Kennedy, Bill Keating, Lori Trahan • Two National PriorityTargets in MA • Neal: Chair of Ways & Means • Kennedy: Energy & Commerce • Both MA Senators On Board • Warren & Markeybothco-sponsors!

Reps (35%) were Medicare for All co-sponsors at the start of 2019, and 56 of 127 Democratic Reps (44%). • 17 of 160 Mass. Reps (10%) have joined the M4A Caucus, and 16 of 127 Democratic Reps (13%). • Zeromembers of House Leadership are co-sponsors. • State Senate • 16 of 40 Mass. Senators (40%) were Medicare for All co-sponsors at the start of 2019, and 16 of 34 (47%) DemocraticSenators. • Only 3 Senators (8%) have joined the M4A Caucus!

OrganizingCapacityNeeded to Win! • Coalition of Large Unions & Non-Profits • Essential for victory nationally or in MA: mobilization & leadership of orgs with resources, large membership, and large-scale campaign experience. • Grassroots Network of Single-Payer Activists • Equally important: a statewide network of community hubs that ANYONE can join, allowing the social movement to “scale up” massively. • Rebuilding Mass-Care with a strategy to win that’s flexible, and any organization or individual can take part in.
