  1. Water is protected by IHL: • as a civilian object, which attack is prohibited • as an object “indispensable to the survival of the civilian population” This protection-based approach is complemented by a right-based approach that can be found in international law of human rights.

  2. Concretely it means... There can be no justification for depriving a civilian population from drinkable water and objects necessary to its production.

  3. So what is wrong? 2 solutions: International law provisions protecting access to water are either: a) insufficient; and/orb) not respected?
