Construction and Demolition Recycling Seminar April 13, 2011 K.J. Loerop – K. Hoving Recycling & Disposal Nancy Hirsch – C&D Recycling LLC
Management of General Construction and Demolition Debris • Transfer, storage, treatment facilities for C&D • Section 22.38 of all the IL EPA Act • Notify IL EPA 30 days prior to operation • 60 sites have notified • Sort material within 48 hours • Non-recyclables disposed within 72 hours • Limit non-recyclables to 25% • No hazardous waste accepted Source - IEPA
Building A C&D Facility • Finding the right location • Receiving local permitting • Constructing a building (if needed) • Purchasing and installing sorting equipment • Installing a scale and software • Other Equipment Needed • Loaders • Spotter Truck(s) • Excavator • Wood Grinder • Skidsteers
Management Hierarchy of C&D LANDFILL REUSE RECYCLE REDUCE
What Does Construction and Demolition Debris Consist Of? • Wood • Used for Animal Bedding, Mulch, Diesel Fuel, Electrical Power Plants and Particle Board • Bricks, Concrete and Other Masonry Products • Crushed and used for Fill, New Roads, Under lament for Concrete Applications • Metals (Ferrous and Non-Ferrous) • Melted into New Products • Roofing Shingles • Asphalt Roads • Cardboard • Processed used New Cardboard Products • Plastic • Made into bottles, floor tile, paneling, plastic lumber, etc.
Where Does Construction and Demolition Debris Come From? Renovation 40% Demolition 50% New Construction 10% Residential • Commercial • Industrial • Institutional
Green Building and C&D Materials • Green Building techniques save money, energy, resources and create work and living spaces that appeal to people • LEED Certified Buildings – C&D debris must be recycled in order to receive LEED Credits • Careful consideration of how C&D materials are generated and managed is a critical element of green building
Benefits Of A C&D Debris Diversion Program • Divert materials from landfill thus extending the life • Avoid trash collection and disposal fees • Save resources and money through deconstruction • Make new products from old materials • Help your community meet local and state waste reduction goals • Improve the market for recycled content products • Save trees • Save fuel • Protect the environment for future generations
How Does Your Municipal Solid Waste Management Plan Dispose of C&D? The Choice Is Yours… To Recycle To Landfill
Municipal Solid Waste With C&D Debris Commercial Commercial Industrial Industrial Institutional Institutional Residential Waste Residential Waste Transfer Station C&D Recycling Facility 100% At Least Landfill 75% Recycling What’s the Difference? C&D Debris
Where is Construction and Demolition Recycling Mandated? • City of Chicago • Village of Northbrook • State of California • State of Massachusetts • State of Florida • Many other cities, municipalities and villages have existing or are considering ordinances
Construction & Demolition Commodities: Main Objectives • Return commodities to their “Highest Best Use” • Recover over 75% of the material generated from a construction project • Majority of the volume to a facility are “Mixed C&D Loads” • Minority of the volume is • pre-sorted
How Does a C&D Facility Determine What Items Can Be Recycled? • Value of Product - Processing Cost - Transportation • Landfill Tipping Fee - Transportation • Technology in processing & manufacturing markets are allowing us to recover greater percentages of the waste stream.
Corrugated Cardboard • Mature stable market • Returned to market as box board
Metals • Mature Markets For Ferrous & Non-Ferrous Metals • Both markets are operating at high rates • C&D industry is helping to meet the world needs for metal
Plastic • Emerging Market • PET & HDPE • PVC
Asphalt Shingle Recycling • Emerging Markets • Most states are recycling shingles. • Wisconsin began shingle recycling in 2007. • Northern Illinois shingles began recycling in 2008 by shipping out of state. • In 2010, Illinois allowed asphalt plants to begin receiving shingles through applying for a BUD (Beneficial Use Determination).
How Can RAS Increase Throughout Illinois? • Currently there are laws that are being passed to encourage shingle recycling. • If Illinois passes law requiring that all road asphalt has a minimum percentage requirement, asphalt shingling recycling would occur throughout Illinois uniformly.
Wood Recycling • Mulch • C&D wood is used to create colored mulch. • Less moisture in C&D wood allows for minimum coloring. • C&D mulch last longer and does not decompose as fast. • Animal Bedding • C&D wood is an excellent source for making bedding. • Wood Products • Reprocessing of wood into other products (Pressboard).
Wood to Energy • Emerging Market • C&D wood has 80% the BTU value as coal. • Fuel to energy is a very stable market for C&D wood. • Most wood from Illinois, converted to energy, is done through plants outside of Illinois.
Drywall Recycling • Very few markets • Soil additives (Gypson reduces the soils’ PH Factor) • Animal bedding • Treats run-off ponds in the livestock industry • Reduces odor and bacteria • Decreases medical shots for healthy livestock.
Landfill Infrastructure Materials • What are they made from? • Various Materials • Wood • Broken Tile • Various Aggregates • Screening fines
Uses of Infrastructure Materials • What are landfill infrastructure materials used for? • Roads • Staging Areas • Daily Covering Material • Benefits • Replaces mining of virgin rock, clay and dirt • Biodegradable (extends life of landfill)
About the CMRA Illinois • Started as the Illinois Chapter of the CMRA in 2009 • Established to specifically address the needs and concerns of C&D Facilities in Illinois • Open to all C&D Facilities in Illinois • Must be a member of the CMRA to join
