Beginning Teacher Support Program(BTSP) Orientation 2014-2015
Purpose: To provide support for professional growth in the first 3 years of classroom teaching.
WHO IS A BEGINNING TEACHER (BT)? • Classroom teachers who have recently graduated from an approved teacher education program • Classroom teachers who do not have 3 years of experience in a K-12 school setting
BTSP RULES • Assignment/Experience • You will receive a Standard Professional I • (SP I)* or Lateral Entry License (valid for 3 • years) • Must be assigned in area of licensure • 3 years of teaching experience (must work at • least 120 days) *Can be cleared after 1 or 2 years, contingent upon prior teaching experience
BTSP RULES After 3 Years in BTSP, you will be recommended for a Standard Professional II (SPII) License if you: • Have completed 3 years of teaching • Have satisfactorily completed all requirements of NC • Department of Public Instruction (NCDPI) (testing, course • work, etc.) • Have not given school system officials any reason related • to conduct or character to deny receipt of a SPII license • Have been rated “Proficient” on all five standards of your • most recent End-of-Year Teacher Summary Rating Form
BTSP RULES • Standard Professional II License • Once you are issued a SP II, it must be renewed • every 5 years • 7.5 credits are needed to renew your license • 1 credit must be in literacy • 1 credit must be in academic subject • 5.5 in general credits
BTSP RULES If not recommended for SP II License… • Affiliate with a university and follow a corrective course of action: Once you have completed corrective course of action, the university will recommend you for another SP I license to start BTSP again. or • File a contested case petition with the NCDPI Office of Administrative Hearings and Appeals.
BTSP RULES BTs should have Optimum Working Conditions • Assignment in the area of licensure • Mentor assignment early/in licensure area/close • proximity • Orientation – State/District/School expectations • Limited preparations • Limited non-instructional duties • Limited number of exceptional/difficult students • No extracurricular activity; unless BT requests • assignment in writing
BTSP PROGRESSION • 1st Year BT - 2014-2015 • 2nd Year BT- 2015-2016 • 3rd Year BT - 2016-2017 Recommended for SP II License (Note: Teachers with 1 year of experience begin BTSP in the 2nd year of the program and those with 2 years of experience begin in their 3rd year of the program.)
SCHOOL-BASED SUPPORT Mentors • Will be at your site and in your grade level/subject, if possible • Will not participate in your evaluation • Will assist with self-assessment • Will be appointed by principal for each 1st,2nd and 3rd year BTs • Will assist you in developing a Professional Development Plan(PDP) and familiarizing you with the NCProfessional Teaching Standards and Evaluation Process
TEACHEREVALUATION PROCESS Observations CMS uses the NC Teacher Evaluation Process(NCTEP) • You will have three formal observations by an administrator • You will be observed by a teacher (not your mentor) one time each year • Administrators can observe more than 3 times • First observation by an administrator will be announced • You will be required to complete 10 hours of training on the NCTEP
TEACHEREVALUATION PROCESS Pre-Observation Conference • Prior to the observation you will meet with the administrator/designee conducting your announced observation • Discussion will be on: Teachers self assessment based on the rubric for Evaluating NC Teachers, PDP and the lesson to be observed and share any other pertinent information with a written description of the lesson(s)
TEACHER EVALUATION PROCESS Dates/Expectations for Observations Administrator observations must be appropriately spaced throughout the school year. Observations for BTSP classroom teachers are due: • First observation - due by October 31, 2014 • Second observation - due by February 4, 2015 • Third observation - due by March 28, 2015 • Teacher observation can be done anytime prior toDecember 13, 2014 • Formal observations will last for forty-five minutes or an entire class period • (Note: Dates are the same for year round schools.)
TEACHER EVALUATION PROCESS Post-Observation Conferences • The administrator will have a conference no later than ten days after each observation with you • You and the administrator shall discuss and document on the rubric the strengths and weaknesses of your performance during the observed lesson • An online system will be used to document self-assessments, PDPs, observations and evaluations
TEACHER EVALUATION PROCESS End-of-Year Summary Rating Conference • Prior to the end of the school year and in accordance with CMS, the principal shall conduct a summary evaluation conference with the teacher • Conference Topics: Teacher’s self-assessment, most recent Professional Growth Plan, components of the NCTEP completed during the year, classroom observations, artifacts submitted or collected and other evidence of the teacher’s performance on the rubric
TEACHER EVALUATION PROCESS • At the conclusion of the NCTEP, the principal shall: • Rate each element in the rubric; • Make a written comment on all elements, i.e., “Not Demonstrated” • Give an overall rating of each standard • Provide the teacher an opportunity to add comments • Review the completed Teacher Summary Rating form with teacher and secure the teacher’s signature on both the Record of the Teacher Evaluation Activities and Teacher Summary Rating Form
TEACHER EVALUATION PROCESS Directed Growth Plans • Timelines for Directed Growth Plans will be put in place and monitored by your principal • If the Teacher Summary Rating has a rating of below Proficient, a recommendation could be made to non-renew your contract • If a teacher receives a “Not Demonstrated” overall rating for a standard on an observation or Teacher Summary Rating Form, a Directed Growth Plan may be put in place
TEACHER EVALUATION PROCESS • Three Types of Professional Development Plans: • Individual, Monitored, and Directed Growth Plan • Individual Growth Plan is used for those teachers who are rated at least “Proficient” on all of the standards • Monitored Growth Plan is used for those teachers who are rated “Developing” on one or more standards and is not recommended for dismissal, demotion or non-renewal • Directed Growth Plan is used for those teachers who are rated “Not Demonstrated” on any of the standards or rated “Developing on one or more of the standards and is not recommended for dismissal, demotion or non-renewal based on HR recommendations and CMS directives per Community Superintendent
