Sub-station Plans Submission to SPPG Types of Substation ( see Appendix 12 of PG Handbook) • Type 1 (LV Intake) 22 kV/LV – PG 22 kV sub-station with Transformer room (for LV Intake), this type of substation consists of HV switchroom and transformer room. Both of these rooms will be handed over to PG. Hence, the detailing of the transformer has to be complete with trench/cables with bottom entry. • Sample of 22KV/LV Substation Layout (Standard or Multi-Tier Substation) • Type 2 (HV Intake) 22 kV - PG 22 kV sub-station WITHOUT Transformer room. The transformer room belongs to the consumer and consumer will supply and install the transformers. Under this submission, PG is not concerned with the consumer transformer detailing and the cable entry design can be either top or bottom entry for the transformer. However SPPG will review and approved the cable entry to the Consumer HV switchboard. • Sample of 22KV Substation Layout
Substation Plan Submission to SPPG • Items to note while preparing substation design:- • To include the requirement spelt out in the SP Services’ reply to Appendix 1-Application Form for Connection as follows:- • i) substation dimension • ii) HT & LT opening and other opening dimension • iii) MWP no. , SPPG ref no. & Officer in-charge (to indicate on the title blk) • Refer to Appendix 10 and 15 of “ SPPG Handbook” for the requirement of the SPPG Substation Plan Submission. • Complete the checklist “ Checklist for Substation Building Plan Submission” ( Refer to Appendix 14) when submitting the Substation Plan for SPPG approval. Resubmission also requires to submit the checklist to be endorsed by QP. • Refer to Inhouse latest updated Substation details. Fill in QMS Form SGF 06/35 by DL and arrange for QP to signoff. • For HDB Project, to provide nos. of lead-in pipes for incoming & outgoing cables as follows:- • i) 2 plinth TXF = 44 to 48 nos. lead-in pipes • ii) 4 plinth TXF = 64 to 68 nos. of lead in pipes • To submit to the following Substation Reviewer for checking prior to submission to SPPG:- • A) Chin Sui Mui – Officer in- charge is Mr Francis Chang • B) Win Ko Oo – Officer in charge is Mr Chin Yoke Fah
Metering Submission HT Metering • Metering Submission for HV intake, please refer to Chapter 6 of PG Handbook for specific requirements. • Submission of metering kiosk to PG Metering Section for approval. Meter kiosk is preferred to be beside the Consumer HV switchroom ( please note when doing plantroom sizing). • For 1 or 2 feeder panel, the meter kiosk size = 1500mm L x 450mm W • For 3 or 4 feeder panel, the meter kiosk size = 2650mm L x 810mm W • Sample of HT Metering Submission.
Metering Submission LT Metering • Metering Submission for LV intake, please refer to Chapter 6 of PG Handbook • There are 2 types of LT metering location. • For landed housing, the meters are located at the gate pillars. • For condominium or commercial developments which is multi-tenanted premises, the metering are usually centrally located at the elect/meter risers. For some commercial project, metering panel can be located outside each tenant unit depending on the architectural design. • The height of the PG KWH meter must be between 1.0m and 1.8m above ground level. IDA Submission TFCC SUBMISSION (Telecommunication Facility Co-Ordination Committe)
Submission to TFCC COPIF 2013 – Effective from 1 May 2013. Applicable for projects where PP or WP granted on or after this date. Chapters 4 to 13 of COPIF 2013 list out the various types of development eg multi-storey residential buildings, non-residential buildings, 2 or more strata-landed dwelling-house etc… • These chapters list out the requirements such as • Numbers of lead-in pipes for various type of building • Manholes types (MX1, MX2) • Location and dimension of MDF room, TER room, Combined Tel/Bcs riser, size of cable trays/trunkings, mobile deployment space, etc • M&E requirement in MDF room ,TER room & Tel risers. • Telephone schematic • Should submit and to obtain TFCC submission clearance before tender calling.
Submission to TFCC-Infrastructure Requirement Chapters 15 of COPIF 2013 list out the Requirements For Installation of Fibre Optic Cables for Residential building, The following shall be shown in the typical floor plan and unit layout for submission:- Every bedroom to be provided with one (1) RJ45 outlet wired with cat 6 or better unshielded twisted pair cables to a RJ45 patch panel. Every living room to be provided with two(2) RJ45 outlets wired with cat 6 or better unshielded twisted pair cables to a RJ45 patch panel in residential units. The Fibre Termination Point (FTP) and patch panel to be located in either utility room or DB closet. The fibre optic cable shall terminate at the Fibre Interface point(FIP) located inside the Tel riser. Fibre optic cable from Fibre Interface point to terminate into the FTP located in the utility/DB closet. Allow extra 2m length slack at both end. To provide 3 nos. min 20mm dia conduit from Tel riser to DB Closet (1 for Co-axial, 1 for non-co-axial and 1 spare). FIP, FTP, fibre cables, patch panel, data outlets, conduits, etc to be shown in the submission. Prior to obtain TOP, Developer or Owner shall obtain Fibre readiness Certificate from an operator licensed to provide passive optical fibre connectivity service.

BCS Broadband Coaxial System as part of TFCC submission. • All New residential buildings shall be cable ready. • MDF and telecom risers are part of BCS meaning sharing by various service providers. • Cable tray to be provided in telecoms riser depending on no. of storeys, tray sizes also vary for residential and non-residential building. • Cable trays from MDF room to telecom risers, tray sizes also vary for residential and non-residential building. • Contractor’s CATV Specialist shall submit the proposed schematic and equipment catalog of the BCS system to StarHub for approval. The contractor is required to submit the signal strength measurement at the T&C stage and arrange for Starhub’s inspection. • To obtain certificate of Broadband Coaxial System Readiness for all residential project prior to TOP/CSC application.

Tariff Calculation • Tariffs are currently charged for low tension, high tension and extra-high tension electricity consumption. • Latest electricity tariffs is available on-line at www.spservices.com.sg • Peak period charges is from 7am to 11pm • Off-peak period charges is from 11pm to 7am

Tariff Calculation- Examples • Low Tension (Domestic & Non-Domestic) • 500 kWh x $0.2791(with GST) = $139.55(Based on latest tariff for residential from 1st Oct 2013) • High Tension (Assuming Contracted Capacity 2000kW, MD 2500kW) • Contracted Capacity Charge = 2000x $8.01 = $ 16,020 • Uncontracted Capacity Charge= (2500-2000)x $12.03 = $6,015 • Peak Period Charge = 1000kWh x $0.2586 = $258.60 • Off-peak Period Charge = 1000kWh x $0.1566 = $156.60 • Reactive Power Charge = (kVarh-62% of kWh)x Reactive Power Rate • Note: (62% of kWh is equivalent to the kVarh at p.f. of 0.85)
