Long Term English Learners LTEL Definition; English Learner 6 or more years in US School
AB 2193 Law • Defines LTELs Any student who is enrolled is the 6-12 grade 6 or more in US Schools Same CELDT level for 2 or more consecutive years Score Far Below Basic or Below Basic on the CST English Language Arts Test
AB 2193 Law Continued • Defines At Risk of Becoming LTELs Any student who is enrolled is the 5-11 grade 4 or more in US Schools Scores Intermediate or below on CELDT level Score in the fourth year Far Below Basic or Below Basic on the CST English Language Arts Test
