Goals and Philosophy for a Lopez Solid Waste Facility • Minimize the amount of material sent to landfill • Provide financial incentives to encourage recycling • Create a funding system that promotes reuse and recycling while minimizing total system costs • Operate a facility that is responsive to the needs of residents, local businesses and visitors • Provide employment opportunities for Lopez residents

Services To Be Offered • Self-haul garbage collection for households and businesses at the Lopez drop box facility and transportation of collected garbage to an appropriate disposal facility. • Self-haul, source-separated recycling services. • Continued volunteer operation of the Take-It or Leave-It reuse program on the Lopez Facility site • Hazardous waste disposal in partnership with SJC. The County will continue to include annual household hazardous waste collections at the Lopez facility as it has in recent years assuming that grant funding will continue through Department of Ecology • Provide for collection and processing of Appliances, Scrap Metal, Oil, Antifreeze and Batteries • Weeds, Beach litter and Road litter disposal at no charge

  5. Funding Sources • Tipping Fees for Solid Waste Current $9.50 / can Proposed $7.00 / can Tipping fees are set low enough to encourage responsible disposal Yet still cover the transportation and landfill costs and a portion of the operating costs

  6. Funding Sources Sale of Recycle materials Income from sales of recycle materials covers transportation costs No net revenue or contribution to overhead No user fees for basic recycle materials

To Yield the $200,000 needed to adequately Fund Solid Waste Operations the Port will request an increase of $0.177 per $1,000 of assessed valuation For the owner of a $500,000 property this means a tax increase of $88.60 per year. A moderate user of the facility with one trip per month, 2 cans of waste and recycle Fees Tax Total Current cost $24.00/month $288.00 /yr 0 $288.00 New cost $14.00/month $168.00 /yr $88.60 $256.60

  8. Use of Tax Funds in Excess of Operational Requirements • 1.Repayment of loans and other startup expenses incurred • 2. Capital improvements required for continued operation or services • 3. Addition of services as determined in the best interests of residents • 4. Reduction of tipping fees for solid waste • 5. Reduction of the property tax level collected for SW
