What are the governance requirements of public administration? • The values and principles of public administration are enshrined in the Constitution (s 195) and include the following: • A high standard of professional ethics • Efficient, effective and economic use of resources • Public administration must be accountable • Transparency must be fostered by providing timely, accessible and accurate information to the public • Good human resource management practices must be cultivated • Auditing and reporting by Supreme Audit Institutions of public administration must add value and provide benefits to the citizens
How does the AGSA fulfill its constitutional mandate? • The main thrust of our activities is to encourage clean public administration thereby building public confidence • The audit report must reflect an opinion or conclusion on fair presentation of financial statements, compliance with applicable legislation and performance against predetermined objectives (Public Audit Act, 2004) • Audit services therefore consist of financial audits; compliance audits; audits of pre-determined objectives/service delivery reporting; information systems audits; performance audits and investigations • The AGSA audit reports include integrated reporting on financial and non financial subject matters, such as Leadership, Governance, Financial and Performance Management, Human Resource Management and Procurement and Supply Chain Management

Building public confidence through promoting the Values and Benefits of Supreme Audit Institutions • All reports made public in Parliament and Legislatures • All reports available on AGSA website • Audit outcomes consolidated into General Reports are also tabled in Parliament and Legislatures • National and Provincial road shows with the executive authorities • Media interactions • Participation in briefings and hearings conducted by legislative oversight committees • Quarterly key risk and control assessments and follow-up of commitments made by executive authorities towards clean administration • Collaboration with other Constitutional Institutions and legislative forums
