STAR Program Overview • California Standards Tests (CST) Grades 2-6 for most students, includes separate writing test in grade 4 • California Modified Assessment (CMA) Grades 3-6 for students with IEP specification, includes separate writing test in grade 4 • California Alternate PerformanceAssessment (CAPA)for students with significant cognitive disabilities • Standards-based Tests in Spanish (STS) English learners grades 2-6 whose primary language is Spanish and: • Receive instruction in Spanish, or • Have been enrolled in US school < 12 months
Testing Requirements • All students enrolled on the first day of testing for each school in grades 2-6 need to be assessed with one of the following: • CST/CMA • CAPA
CMA Participation • Current IEP specifying CMA & content area(s) • Previous participation • Previous CST Score of FBB or BB in subject area assessed and may have taken the CST with modifications; or • 2 years scoring Proficient or Advanced on CAPA • Not be eligible to take the California Alternate Performance Assessment (CAPA). • Response to appropriate instruction • Receiving grade level instruction and has goals written to grade level standards
CAPA Overview • Performance-based, one-on-one test • For students with significant cognitive disabilities unable to take the CSTs even with accommodations and/or modifications or the CMA with accommodations • Student must have an IEP • IEP specifies CAPA and level • Do not take STS • Answer document: • Use only 2012 answer document • Ensure correct CAPA Levelis marked in 7a
CAPA Overview Continued • CAPA is to be administered by trained licensed or certificated individuals • 10% of the CAPA tests by level must be second rated • CAPA testing window is the same as the multiple-choice window. • CAPA materials are include with multiple-choice materials. • For questions regarding training for CAPA examiners, contact: • Linda Kawahara-Matsuo, District CAPA trainer • Special Education Department • 643-9122
CAPA Observers • Districts must double-rate at a minimum of ten percent (10%) of the CAPA students per level, per site (including NPS) • Double ratings are randomly selected • Observers must markObserverand BOTH examiners and observers must sign the answer document

STS Overview • Required for English learners (ELs) in grades 2-6 whose primary language is Spanish and who either: • Receive instruction in Spanish regardless of the length of time they have been enrolled in the U.S.; or • Have been enrolled in a school in the U.S. less than 12 cumulative months. • Not to be administered to English-only, I-FEP, R-FEP, or dual immersion who do not meet the inclusion criteria stated. • Students taking the STS must also take CSTs or the CMA • Students who take CAPA do NOT take STS

Test Examiners Responsibilities-Before Testing • Attend training by Test Site Coordinator (TSC) • Read and sign 2012 STAR Test Security Affidavit • Review Directions for Administration (DFA) ahead of testing day. DFAs are available from TSC prior to the test for grades 2-6 and posted at http://www.startest.org/dfa.html • Removed or covered instructional materials related to content being tested prior to testing
Test Examiners Responsibilities-During Testing • Make sure students clear their desks. • Make sure students have and use only No. 2 pencils. • Read verbatim the “Say” boxes in the DFA. • Ensure that each student has the correct pre-coded scorable test booklet (grades 2-3)/answer document (grades 4-6). • Students must complete Section 1 of the answer document and write their own name on the test booklet.

Test Examiners Responsibilities-During Testing ContinuedCheck Pre-ID Answer Documents Pre-ID Document: Check student name and give to correct student. You do not have to hand-bubble any demographic information, only A2, A3, or A4, if applicable after each testing section. Blank Document: A pre-ID label will be ordered and may arrive late. Make sure to complete at least #1, 3, 5, 7. When label arrives, place label on answer document and treat as pre-ID document. On the first day of testing, per teacher-read instructions, all students must complete Section 1

Test Examiners Responsibilities-After Testing Code Section A2, A3, or A4 After Each Test (if applicable) • A2: Special Conditions • Test coordinator completes A, E, M, P, & T • Teacher completes C, F, L, X, Y, & Z • A3: Accommodations and Modifications • Examiner marks • whether student has IEP or 504 Plan and • which accommodations were used A4: English Learner (EL) Test Variations Examiner completes if any EL variations were used
Test Examiners Responsibilities-After TestingRefer to Codes for Sections A2, A3, A4 • Mark accommodations/modifications used after each test for students with IEP and 504 Plan • Mark test variations used after each test for students as appropriate • Account for all test materials before dismissing students Located inside back cover of DFA
Proctor Responsibilities • The proctor assists the test examiner with the following: • Distribute materials • Monitor during testing by walking around the room to ensure bubbling of required fields and test booklet version number by students • Check that students are responding in the appropriate sections and are working independently • Collect materials • Take students who need extra time and test materials to testing location Note: The proctor assists and should not be reading the DFA.
Standardized Test Practices • Test administration is standardized. • Students may use only materials specified in the DFA. • Test preparation and administration procedures must be followed exactly so that all students will have an equal opportunity to demonstrate their academic achievement. • Students may not return to a previous section or work ahead in the test booklet.
STAR Test Security • Testing materials must be locked in secured storage. • Materials must be checked out and returned daily using inventory control forms. • 2012 STAR Test Security Affidavit must be completed by anyone having access to STAR tests. • Test administrations are monitored by test siteand district staff. • Security audits may be conducted by Global Compliance. • Any irregularities/administration incidents must be reported to test site coordinator at _________________________.
2012 STAR Test Security Affidavit Have all those having access to STAR tests read Security Affidavit and sign before having access to any test materials.
Test Administration Errors • Failure to administer the test according to the directions in the DFA • Randomly distributing Pre-ID test booklets or answer documents rather than distributing each document to the student listed on the bar code • Note: If this occurs, you will have to transcribe all documents!
How to Ensure Test Security • Keep the tests secure at all times • Limit access to the test materials to only the testing period • Collect and account for all test materials BEFORE dismissing students • Return all test materials to the STAR test site coordinator upon completion of testing • Administer the test in accordance with the DFA
Breach of Test Security Examples • Review any test items independently or with students before, during, or after testing • Disclose, or allow to be disclosed, the contents of the test to anyone through verbal, written, or any other means of communication • Copy any part of the test or test materials • Permit students to remove test materials from the testing room • Review or score any student responses
Testing Irregularities • Failure to maintain test security • Leaving informational materials on the walls in the testing room • “Coaching” students (anything that may assist with responding to an item) • Changing/correcting students’ responses • Allowing students to have additional unauthorized materials during testing
Incident Report Form • This form may be included in each teacher’s materials. • If any incident arises during test, use it to document the incident.
Testing Schedule • Provide school specific testing schedule for: • CST • CMA • CAPA • STS • Include revised prep schedule for testing
Distribution and Collection • Teachers will pick up and sign out materials in Room ___ before school no later than 8:00 AM. • Teachers will return and sign in materials in Room ___ after school. • Leave class list in box. • Materials will be counted and verified each testing day.
