  2. Organizational Changes • Anthony R. Martoccia – ADA/GC&BD • Includes Government Contracting, the 8(a) and SDB Programs, the SBIR Program, and the HUBZone Program • Luz Hopewell – Associate Administrator for Business Development • Luz returns to a position that she handled skillfully in the past – head of 8(a) and SDB

  3. Organizational Changes (continued) • Calvin Jenkins, who was the Acting ADA/GC&BD over the past several months, is now my Deputy • Karen Hontz remains the Associate Administrator for Government Contracting • Mike McHale remains the Associate Administrator for the HUBZone Program

  4. Topics of Interest to TRIAD Members • Electronic Subcontract Reporting System (eSRS) achieved Full Operating Capability in March and is now being used by nearly all civilian agencies • DoD Implementation has been postponed until Sept. 2006 • Memorandum of Understanding (MOU) between DCMA and SBA remains in place for now • The MOU helps SBA to leverage its resources • No imminent change in Size Standards • SBA staff is reviewing 6,000 comments received from the public in response to the Notice of Proposed Rulemaking in December 2004 (public hearings held in June 2005)

  5. Electronic Subcontract Reporting System (eSRS) • Replaces SF-294, SF-295, and Optional Form 312 paper forms; and automates the Year-End Supplementary Report for SDB Participation. • Provides a machine-to-machine interface for contractors who wish to upload their data electronically. • FAR Interim Final Rule is expected this Quarter – will afford a 60-day public comment period.

  6. MOU between SBA and DoD • In May 2003, the SBA and the Defense Contract Management Agency (DCMA) signed a Memorandum of Understanding (MOU). • The agreement outlines the procedures for joint compliance reviews of contractors that have contracts with both DOD and civilian agencies. • An attachment to the MOU provides the criteria for rating the contractors.

  7. MOU between SBA and DoD(continued) • This MOU is under review in light of the recent DCMA reorganization. • We welcome any comments or suggestions that you may have for renewing or modifying the agreement.

How do I Get to SUB-Net? • From the SBA Home Page, click on “Hot Items” near the top left-hand corner of the screen and page down until you see SUB-Net; or • From the CCR Home Page, click on FedBizOpps near the bottom, then drag the horizontal scroll bar to the far right and click on the SUB-Net hyperlink.
