NANPA Change Order Recommendation • Change Order # 2 dated October 25, 2004 • Interim Red Light Process This change order proposes that the NANPA perform a manual, interim, process to comply with the FCC’s “Red Light Rules” as ordered in FCC 04-72. • The NOWG proposes that the change order should be approved with modification. The NOWG believes that the “standard verbiage” described in this change order would be insufficient for the SP if it lacked the FRN and OCN as the reason for the denial. Therefore, the NOWG recommends that this change order only be approved if the NANPA will include that information in the denial verbiage on the Part 3 sent to the SP. • NOWG recommendation sent to FCC on 10/27/2004. NANPA Change Order Recommendation • Change Order # 3 dated October 25, 2004 • NAS Implementation of the Red Light Rule This change order proposes an automated program be developed for NAS to perform a daily check to the FCC delinquent FRN list, compare that list to the NRUF data on file to identify the OCNs associated with the FRN (s) and flag all pending code request submissions by those OCNs so that NANPA can issue the appropriate denial via a Part 3 to comply with the FCC’s “Red Light Rules”. • The NOWG proposes that the change order should be approved with modification. The NOWG believes that the “standard verbiage” described in this change order would be insufficient for the SP if it lacked the FRN and OCN as the reason for the denial. Therefore, the NOWG recommends that this change order only be approved if the NANPA will include that information in the denial verbiage on the Part 3 sent to the SP. • NOWG Comment: The NANPA should work in conjunction with PA in developing a mechanized interface to pass this – and other critical information (e.g., Part 1s for full NXX requests, PA/SP forecast information, give PAS the ability to receive Part 3s directly from NANPA’s NAS, etc.) – between the two administrators. A mechanized interface will streamline processes and eliminate the probability of human errors in the passing of such information (e.g., late, lost, and misdirected documents). PA Change Order Recommendation • Change Order # 30 dated July 23, 2004 • LERG Assignee Confirmation of Activation in PSTN for Industry Inventory Pool (INC Issue 423)LERG Assignee This proposal states that PAS be modified to support a process for the LERG Assignee to confirm the NXX (acquired either for pool replenishment or to establish an LRN) has been activated in the PSTN by having PAS provide a pending status for the blocks and having PAS send emails requesting status from the LERG Assignee. • The NOWG sent the recommendation to the FCC on September 27, 2004 for approval. PA Change Order Recommendation • Change Order # 36 dated October 25, 2004 • Red Light Rule System Modification This change order proposes an automated program be developed for PAS to perform a daily check of the FCC delinquent FRN list (once it is received from NANPA) which will already have identified the associated OCNs – and flag all pending block/code request submissions by those OCNs so that the PA can issue the appropriate denial via a Part 3 to comply with the FCC’s “Red Light Rules”. • The NOWG proposes that the change order should be approved with modification The NOWG believes that the “standard verbiage” described in this change order would be insufficient for the SP if it lacked the FRN and OCN as the reason for the denial.
