R = “Report” An obligation under EEA Regulation Art.2 vi: “Publish a report on the state of, trends in and prospects for the environment every five years.” Art.2 ii: “Provide the European Commission and Members States with the objective information necessary for framing and implementing sound and effective environmental policies… (and) preparing and evaluating measures and legislation in the field of the environment.”

R = Other “Report” Goals Fulfil EEA mission: “Support sustainable development and help achieve significant and measurable improvement in Europe’s environment by providing timely, targeted, relevant and reliable information to policy-making agents and the public”. 2010-2050 perspective Europe-wide In Europe’s 38 EIONET countries Reduce impacts of Europe on global environment.

  7. 1) What is “S” “O” “E” “R”? R = “Report” Flagship product Key clients: EC, European Parliament, EIONET countries, public/citizens Not Pan-European report, but feeds into it and other global assessments (e.g. UNEP GEO) For 2010, not one “report” but many “products”

S = “State” • …of environment • DPSIR framework • “Drivers”, “Pressures”, “Impacts” on “State” of environment • Negative (e.g. D=transport, I=pollution) • Positive (e.g. D=UWWTD, I= improved sewage treatment) • Response/Solution • How to improve “State” in the future • E.g. policies/regulation, communications, investments O = “Outlooks”? • What will happen to “State” over time • “Business as usual” or other “scenarios”

In summary… The EEA will produce a “European” “report” for 2010, covering 38 countries, on the current state of the environment, how we got to that state, what that state might be by 2020, what is being done and what could be done to improve that state… plus more, as you will see.

  15. 5) Core elements: Country-specific (Part C) Communication Goals • New umbrella web service presents information about the environment in EIONET countries: • State, impacts, pressures, drivers, outlooks • Environmental improvements • Recent and continuing challenges • Cross-country comparisons • Feed interesting stories/info into other products (e.g. SOER, Signals, national SoEs, national media) • Show how European policies help

  16. 5) Core elements: EU-wide (Part B) Cooperation: EEA “Theme” teams, “Group of Four” support Goal 1: Raise awareness of “state of, trends and prospects for Europe´s environment” • Link to EEA Regulation (Art.2 vi) • DPSI + Outlook 2020 • Key environmental “themes” Goal 2: Improved EU environmental policies • Link to EEA Regulation (Art.2 ii): “… information necessary (to Commission) for framing and implementing sound and effective environmental policies…” • Focus on (R) Response/Solution • Focus 6th EAP
