Objectives • Efficiency of Safety Management Provision (costs optimisation, collaborative decision making) • Joint Participation of 5+ States • Fulfillment of RADA Mission (safety performance and systems’ efficiency at the regional level) • Common approach on regulatory (NSA) & management levels (ANSP) • Sharing resources and best practice in SMS • Regional Information Exchange, Joint Data Base • Common Requirements and Standards • Unified Strategy for SMS implementation • Transition to Just Culture through the joint learning process
Constrains • Political • Differences in National Legislations and Regulations • Limited Resources (human, financial, technical, etc.) • Absence of common requirements and different interpretation of existing standards • Insufficient Information Exchange • Confidentiality of Safety Information; no data sharing experience • Absence of the Common Measuring Practice • Differences between General and Local Approaches

Requirements to the Regional Teams Members • Requires a variety of people with a variety of talents • Requires motivated and interested people • Participants must be willing to work outside of normal work hours • Participants must be competent in their profession, qualified and respected by peers and colleagues • Participants must be able to speak their mind and respect the position of others • Requires a team players, not an individualist • Requires a listener and a thinker; not a quick decision maker • Participants must be ready for open information exchange within the multinational environment
