Peoria Public Schools Attendance Plan July 20, 2017
Focus on prevention and early intervention, using the 3 Tier Response to Intervention (RtI) Model • Focus on chronic absenteeism, not truancy; prevention, not punishment • Separation of attendance and grades • All absences matter (both excused and unexcused) • Focus on building relationships with students and families early • Data tells the story – need to drill down to individual student absences • School-wide involvement – implementation with accountability • Community support and involvement Philosophy of Attendance Plans
Assemble an Attendance Committee representative of the district or school community, both internal and external • Have the administration determine the desired attendance rate • Gather as much attendance data as possible to determine the number of absences for each student, each school, and the district as a whole to establish baseline rates for each RtI tier • Share the research on attendance and our philosophy • Have the Committee identify the incentives and interventions for each RtI tier; when they will occur; and who’s responsible • Communicate, communicate, and communicate the Plan • Analyze and report to principals the attendance data monthly • Follow up with principals and school attendance teams regularly Attendance Planning Process
Attendance problems begin early • Absences in the elementary and middle schools affect dropout rates • Absences impact grades • Absences impact graduation rates Research has found that:
Student Achievement • Instruction • Graduation Rate • Truancy Rate • Drop Out Rate • Revenue Factors impacted by attendance
District and School Plans based on Response to Intervention (RtI) Model • Universal Level – 0-7 absences • Targeted Level – 8-17 absences • Intensive Level – 18+ absences • Emphasis is on prevention and early intervention • Incentives and interventions identified at each level • Monthly Attendance Reports • Monthly recognition of schools improving attendance by the School Board District /School Attendance Plans
Because We Care Campaign • Yard signs and door hangers • Public service announcements Early Intervention Efforts
The “Because We Care” campaign is a Tier 2 attendance intervention • Home visits are made to these students and their families by principals, teachers, other staff and volunteers to show we care, build a relationship, and talk about the importance of attendance Because We Care Campaign
Identify students who are at-risk of poor attendance by using the previous school year’s end-of-year attendance data • Identify students who are "transitioning" into the school (4th to 5th, 8th to 9th, etc.) and have had attendance issues at the sending school during the previous year. • Identify students whose family would benefit from the home visit. A primary or middle school may identify 20-30 students or more if the school has staff for the visits. A high school may identify 30 to 60 Who Do We Visit?
The campaign will kick-off 1 to 2 weeks before school begins anytime from 10:00 am to 7:00 pm • Teams of at least two will make visits • If the family is not home, a door hanger will be left, showing that a visit was made When Are the Visits Made?
Teams of two make home visits • Administration, staff (teachers, retired staff, counselors, interventionists, facilitators, non-certified staff), adopt-a-school partners, mentors, tutors, etc. At least one person on the team should know the student and be a current school employee) • This is a "volunteer" campaign. Ask for volunteers but there is no pressure for staff to participate. Hopefully, schools are able to assemble 3 to 4 teams Who Makes the Visits?
We care about your student! • We want your student to be successful! Coming to school makes a difference with student success, grades, graduation, future success.... • All absences matter both excused and unexcused! • Is there anything the school can do to help? We want to help! Each school has an electronic template to record the home visits. The district will track the attendance data of all students who received this Tier 2 intervention. What is the Message?
