  3. What is BESTF? (1) A trans-national programme to support Bioenergy demonstrator projects that are close to commercialisation Navarra Finland UK Sweden Germany Denmark Portugal Switzerland

  4. What is BESTF? (2) Plan to accelerate the development and deployment of cost-effective low carbon technologies SET Plan • Industrial initiative launched under the SET Plan which aims to: • enable commercial availability of advanced bioenergy at large scale by 2020 • strengthen EU technology leadership European Industry Bioenergy Initiative • Output from EIBI implementation plan addressing: • joint strategic planning and programming for Bioenergy projects • accelerated development / deployment of innovative Bioenergy technologies ERA-NET Plus - Bioenergy Demonstrations of the EIBI

  5. Why BESTF? (1) Low carbon energy that is sustainable, secure and competitive 20% GHG reduction 1990/2020 20% of energy needs from renewable sources by 2020 10% of energy for transport from renewable sources by 2020 EU targets Achieving GHG emission savings of 60 % for bio-fuels and bio-liquids

  6. Why BESTF? (2) Used for heating & cooling, electricity production or transport Non-intermittent energy supply Can contribute towards greenhouse gas savings Bioenergy Diverse sources contribute to a diversified energy mix that improves energy security Boost to various economic sectors eg agriculture, forestry, waste management, transportation and storage

Mechanism for BESTF Enable the EC to support the organisation of joint calls between national research programmes by “topping-up” joint trans-national funding with Community funding FP7 ERA-NET Plus scheme Aid the creation and establishment of technologies to adapt the current energy system into a more sustainable one, less dependent on imported fuel.

  8. BESTF Objectives • Launch a transnational call for bioenergy demonstrator proposals • Provide finance and managerial support to collaborative bioenergy demonstrator projects

BESTF – Call Scope (2) • Projects funded by BESTF initiative will: • Align with one or more of the EIBI 7 value chains • Be at an appropriate stage of development, enabling commercial deployment after 3-4 years • Be industry-led and involve partners from at least 2 participating member states

Call procedure • Single call for applications • 2 stage evaluation • National eligibility • Transnational evaluation • Proposals assessed using criteria based on EIBI guidance • High quality proposals will be supported with funding from: • national budget • EC contribution • industry matched funding

  12. Call Status (1) Pre-Announcement November 2012 Call launch 7th January 2013 Stage 1 deadline 27th March 2013   National eligibility checks Stage 2 deadline 16th August 2013 Projects start January 2014

Call Status (2) • 11 Proposals received covering various technologies: • Gasification, pyrolysis, fermentation, anaerobic digestion, torrefaction, continuous fractionation • All value chains represented • Countries represented: • UK, Finland, Germany, Portugal, Sweden, Denmark, Switzerland • Total grant applied for: €59,296,533

  14. What next? • Proposals will be assessed for national eligibility • Eligible proposals will be invited to Stage 2 • Proposals will be updated according to Stage 1 feedback • International expert panel assessment • Proposals ranked in order of technical excellence • Proposals will be funded based on: • Technical ranking • National budget (including EU top-up)
