Convey without competitive process to a quasi-governmental agency • 2. Convey through competitive process to a non-profit organization for permanent rental housing. (Request for Proposals)

  5. State of Florida DEO Neighborhood Stabilization Program 3 NSP 3 Rental Sub recipient Timeline July 2013: Met with ACHA re: NSP 3 rental homes. September 2013: Toured 4 homes. ACHA sent Letter of Interest October 22, 2013: Board designated ACHA as NSP 3 Rental Sub recipient. November 2013: Draft Sub Recipient Agreement December 2013: ACHA votes to “bypass” NSP 3 in wake of resignation of its Executive Director. Staff Contacted Meridian Behavioral Healthcare Inc.

State of Florida DEO Neighborhood Stabilization Program NSP 3 Rental Sub recipient Timeline January-February 2014: Draft Agreement DEO approved use of Meridian Behavioral Healthcare Inc. as a piggyback procurement. March 2014: Determination made by Purchasing that a separate RFP would be required; could not piggyback on NSP 1 RFP. April 2014: RFP Process began. July 2014: Board approved NHDC as “Sole source” approved by DEO.

Alachua County Neighborhood Stabilization Program • NHDC Rental Sub recipient Agreement • Fifteen year agreement to transfer ownership of six rental homes to provide affordable rental housing to income eligible households. • Land Use Restriction Agreements • Form of the deeds limited by State Statute: F.S. 125.411 • 15 year deferred payment mortgages

  8. Alachua County Neighborhood Stabilization Program Staff Recommendation Approve the NSP 3 Rental Sub Recipient Agreement with Neighborhood Housing and Development Corporation Inc., four Land Use Restriction Agreements, four form of the deeds, and authorize chair to sign two original NSP 3 rental sub recipient agreements and four Land Use Restriction Agreements.
