The seriousness of crime in South Africa • The distinctive feature of crime in South Africa is its violence. Three categories of crime are far too high by international standards – murder, robbery and rape – These crimes generate high levels of fear and feelings of insecurity. • Reported crime increased year-on-year from 1998/9 and peaked in 2002/3, but has subsequently decreased year-on-year • Positive gains made since 2002/3 were reversed in the latter part of 2005 and early part of 2006. The country experienced a security industry strike and a bad crime spike • The Crime Spike formed the catalyst for the strengthening of Government/Business partnership in the fight against crime
Govt/Bus Partnership – The Step Change TAKING FIGHT AGAINST CRIME TO NEW LEVELS • August ’06 – BBWG / BAC put crime as a single item on agenda for discussion with President & Cabinet. Agreement on “Step Change” initiative and formation of “Anti-Crime Leadership Forum”. • October ‘06– Minister of Safety and Security convenes meeting with Justice Cluster Ministries and Business Leaders to progress agreement. • December ‘06– March ‘07 • BBWG members agree to make R1 million donation each to BAC to facilitate “Step Change” • Structures, staffing and strategy agreed • Four Working Groups established
The Anti-Crime Leadership Forum Government Representatives: Minister of Safety and Security (Co-Chairman); Minister of Justice and Constitutional Development; Minister of Correctional Services; Minister of Defence; Minister of Intelligence; Minister of Home Affairs. Business Representatives: Derek Cooper (Co-Chairman) Roy Andersen Doug Band Laurie Dippenaar James Fitzgerald Mark Lamberti Wendy Luhabe Moss Ngoasheng Siphiwe Nzimande • Jointly chaired by Min Charles Nqakula & Mr Derek Cooper • Meets every two months • Operates largely as a strategising structure • Directs & oversees the implementation and performance required to achieve the ‘Step Change’ in the fight against crime
Step Change - Strategic Principles • Government leads the anti-crime initiative with Business Leaders & Business Against Crime playing a supportive role • The 4 work groups are focused by their delivery timeframes • Metrics are defined to track implementation progress & performance and impact • Duplication of efforts between working groups is eliminated • Government will effectively & regularly communicate. Business will play a supportive role in this.

WG1: Mobilising Society Objective: • To effect a sea change in the attitude and response of citizens and communities to crime, and harness their energies, intellect, support & collaboration in the condemnation & curtailment of crime. Status: • A Govt funded Anti Crime Campaign Strategy formulated and submitted to Cabinet for approval • Pre-launch activities are in progress – includes consultation with the Religious / Faith based Leaders
WG1: Mobilising Society – Key Elements • Report crimes to the Law Enforcement Agencies (SAPS) • Join the CPF / CSF’s • Become a member of SAPS Reserve Force • Lend administrative and other skills in support of your local SAPS station • Let us say NO crime in our society - Don’t do crime, don’t buy stolen property, etc.
WG2: Violent Organised Crime Objective: • To measurably reduce the incidence of violent organized crime in South Africa & improve arrest & prosecution rates, particularly those of the higher echelons of organized crime syndicates. Scope: • The initiative covers the various forms of Robberies with Aggravating Circumstances, primarily focussing on: • House Robberies; • Motor Vehicle Hijackings; and • Business Robberies. Status: • Interventions are under way and solid immediate successes recorded
Violent Organized Crime Interventions Government-Led: Flood & Flush operations – all provinces; Formalize National & Provincial Joint Operational Centres; Outstanding Warrants and Crime Scene Wanteds; Institute priority prosecutions; Improve crime scene management and evidence gathering; Enhance capabilities of the SAPS Hi Tech Centre; Revitalize the Gauteng Anti Hijackings initiative. Business-Led: Improve CCTV court-ready images; Cash Management standards and procedures; Business information sharing; Private security alignment; Business anti hijacking initiatives; Police Reservist support; Adopting a Cluster of Police Stations. Business support and involvement CASA, CGCSA, SABRIC, SACSC, SAPIA, SAPO, SAIA, SIA, members of the Industry Alignment Forum
WG2: Successes to date (examples) • SAPS Flood & Flush operations initiated in provinces as from February & March 2007 • Arrests Contact Crimes (2 x months) • Murder 1 800 • Attempted Murder 1 063 • Robbery Aggravated 2 598 • SAPS focus on o/s Warrants and Crime Scene identified: • Arrests (1 x month Apr/May) • 298 arrests in more than 300 cases • SAPS/Business information sharing & cooperation at highest levels
WG3: Improvement of the CJS Objective: • To continue the development of the CJS into an effective, coordinated and efficient, justice system, that dispenses swift justice & performs as an effective deterrent to crime. Status: • Completed the process mapping & review of past reports (IJS, Mulweli, etc) • In-situ inspections of various CJS components completed on 6 June 2007. Identified key obstacles / bottlenecks & constraints • Framework for moving forward developed as well as the project implementation plan – due for discussion on 2 Aug 2007
WG4:Performance Enhancement Objective: • To improve effectiveness by enhancing the delivery capacity, competence, confidence, accountability & responsibility of leaders & managers throughout the CJS Status: • Identified leadership & management capacity as the major ingredient and opportunity for delivering this objective • Resolved to focus on skills development & transfer for sustainable performance improvement • SAPS at the roll-out stage whilst DCS, DoJ & CD, & NPA is in the customisation phase
