Introduction Monitoring, Evaluation, and Reporting is the most important and the sole activity that the Secretariat should take the lead during the project implementation Monitoring • It is a regular and continuous feedback that can used to make decisions, manage the project more successfully and plan for better project activities in the future • It observes progress of project implementation and ensures that inputs, activities, outputs and external factors are proceeding according to plan • It helps to identify problems on time so that corrective measures are taken • It results in progress report that provide information to review projects
Introduction Evaluation is carried out for • Provision of information for decision making on status of project • It assesses to what extent the project has achieved its objectives • It is conducted to determine the achievement level of objectives, efficiency, cost effectiveness and sustainability • It measures to what extent project’s inputs and services are improving the quality of data production Monitoring versus evaluation • They are complementary • Monitoring focuses on improving day-to-day operations, while • Evaluation assesses the extent to which project objectives have been met
Introduction Reports • will be prepared by Member States, RECs, AGNA, Secretariat • could be the result of monitoring and evaluation • could also result from seminars, workshops or meetings • will be produced every six months
